- SOLICITATION FOR THIS PROCUREMENT IS HEREBY CHANGED FROM 100% SMALL BUSINESS SET-ASIDE TO UNRESTRICTED. This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-5695. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. The NUWC Division Newport, RI intends to place a sole source firm fixed price order with MarathonNorco Aerospace Inc, Waco, TX for the repair of (14 ea) Roll Nut Reversers (P/N RR1511-4). MarathonNorco is the original equipment manufacturer of these proprietary parts and the Navy does not own the drawings. The Government intends to solicit and award with only one source using SAP and Commercial item procedures in accordance with FAR parts 12 and 13. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request of competitive proposals. However, all proposals received by the closing date will be considered by the Government. A determination not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.The following addenda or additional terms and conditions apply: none. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted to Commercial Acquisition, Building 11, Naval Undersea Warfare Center Division Newport, Code 1191, Simonpietri Drive, Newport, Rhode Island 02841-1708 or may be faxed to 401-832-4820.
