MEMORANDUM FOR INTERESTED SOURCES XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX FROM: 330 Aircraft Sustainment Support Squadron (ACSSS) 235 Byron Street Suite 19A Robins AFB GA 31098-1670 XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX SUBJECT: Revised C-130 Overflow Maintenance Industry Day Forum/Risk Assessment Workshop XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX 1. This is a revision to the previous Industry Day notification issued on 02 July 07. A tentative requirement for Depot Level Overflow Maintenance, Modifications, Inspections, and Flight Operations on USAF and FMS C-130 type aircraft has been assigned to the 330th ACSSS. Requirements may include the following: Accomplishment of Un-programmed Depot Level Maintenance (UDLM), Program Depot Maintenance (PDM) Isochronal Inspections (ISO), Time Compliance Technical Orders (TCTOs) in the form of modifications and inspections, Functional Check Flight (FCF) crews, Operational Condition Flight (OCF) crews and Ferry flight crews. The above listed requirements shall be provided at permanent facilities in the continental United States (CONUS) locations (desired on east coast, west coast, central US, one facility may be required to be located within 100 miles of Hurlburt Field, FL), and the Central Command (CENTCOM) Area of Responsibility (AOR). Worldwide deployable maintenance/modifications/inspection Field Team support is required. Work shall be performed in an expedient manner to increase aircraft availability. Selected aircraft may require accelerated operations and task order flow days will be negotiated possibly requiring multi-shift operations. Partnering with US government organizations and teaming should be considered. The acquisition strategy/plan has not been developed. Therefore, it is anticipated that this tentative acquisition will be competitive utilizing Formal Source Selection procedures in accordance with Air Force FAR Supplement 5315, Contracting by Negotiation, and Mandatory Procedures 5315, Source Selection and FAR Part 15, Contracting by Negotiation procedures. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX 2. An Industry Day Forum/Risk Assessment Workshop will be held on 31 July through 02 Aug 07 at the Vista Scope Theater of the Warner Robins GA Museum of Aviation and Building 255 at Robins Air Force Base, GA to capture industry input relative to the Governments requirements listed above. The forum will begin on 31 July 07 at the Vista Scope Theater at the Warner Robins GA Museum of Aviation. The Risk Assessment Workshop will be held on 01 Aug 07 and one-one sessions will be held on 02 Aug 07 at Robins Air Force Base, Building 255 (see attached agenda for further information). Industry team composition is at the discretion of the industry participants and may include subcontractors. This forum will afford all interested sources an opportunity to participate in the initial planning and strategy for this acquisition. A goal of this forum/workshop is to afford all interested sources an opportunity to participate in the initial planning and strategy for this acquisition. It will be an excellent opportunity for you to provide your input regarding the Performance Based Work Statement (PWS) (attached hereto) and to obtain answers to any questions you may have. A copy of the PWS is posted to http://www.fedbizopps.gov under LP07C130OverflowIndustryDay and will be the focus of the Forum. Industry participation in this forum/workshop is entirely voluntary. To facilitate the process, all participants, both Industry and the Government are expected to be familiar with the technical document. Note: Due to limited space, only one person per company will be allowed to participate. XXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXXX 3rd Day Session One-on-one sessions with Industry are planned. Up to 10 participants are allowed per company. Note: Appointments are planned for 20 minute intervals. The Government does not intend to pay for the information obtained during the workshop or for the time or expense of the industry participants involved. Further, the Government requires unrestricted use of any information resulting from the forum/workshop. The results/minutes from the forum/workshop as well as Government responses to questions/comments received will be posted to the web page at http://www.fedbizopps.gov as soon as possible after the conclusion of the session. The Government reserves the right to revise the forum/workshop to ensure all user requirements are satisfied. Questions will be consolidated and answered at the forum.
