Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS Code is with a size standard of $6.0 M. The Department of Health and Human Services seeks to acquire ?2009 National Blood Collection and Utilization Survey Formation and Design? services utilizing simplified acquisition procedures in accordance with FAR 13.500, 12.603, and 12.602. The overarching objective of the 2009 NBCUS is to produce reliable and accurate estimates of national and regional collections, utilization, and safety of all blood products?red blood cells, fresh frozen plasma, plasma based pharmaceutical products, and platelets along with tissue and stem cell products from peripheral blood, cord blood, and bone marrow origins. Such estimates require that the data being reported by the NBCUS institutions be weighted. Weighting inflates sample totals and adjusts for over- and under-representation of relevant institution characteristics in the sample compared with the population of all institutions. New to the most recent 2007 NBCUS was the desire to specifically identify and collect baseline data to support efforts towards a real-time bio-vigilance safety monitoring system. The 2009 NBCUS will further this groundwork with significant stakeholder involvement in the design and pre-analytical phase of the survey. This contract will provide HHS with all of the required work involved with preparing the survey instrument, including facility (participant) identification, stakeholder conferences, analytical weighting, and survey design. The specific key objectives are: a) Identify, solicit, convene, and foster relevant stakeholder participation in the identification and approval of survey data elements; b) Design and produce appropriate paper-based compartmentalized survey instrument ; and c) Identify appropriate participant facilities and select sample with appropriate weighting algorithms. See the attached solicitation document RFP 07T027002 accompanying this synopsis for further details regarding the requirement and instructions to Offerors.
