Description
The U.S. Army Engineering and Support Center, Huntsville, AL is seeking potential contractors or sources for procurement for the following course of Instruction: Title of the Course is Project Team Building and will consist of a base year with four option years. It is estimated that two classes will be taught each year covering 36 hours (4.5 days) for each course. Class size must be able to accommodate up to 28 -35 students. The course will contain the following four major objectives: (1) Underst anding the reality of the project managers job; (2) Developing the capability to succeed in project environments. This objective covers understanding different project structures and advantages and disadvantages of each. This objective also covers learn ing to develop networks to gain influence over important decisions. (3) Understanding and developing critical personal and interpersonal skills. Some topics under this objective are: receiving feedback in their leadership decision making style, practici ng conflict resolution methods, developing methods to better manage relationships with customers, peers and bosses; (4) developing a workable philosophy of project planning and control. This will include the classic project planning and control issues, un derstanding the meaning of Eisenhowers dictum APlanning is everything, plans are nothing and learning that control systems provide signals, not solutions. This is not a formal solicitation. Contractors who can provide the U.S. Army Engineering Support Center with the services referenced in this announcement are invited to submit in writing an affirmative response that includes, at a minimum, the proposed cr edentials and qualifications, and, any additional information indicating a bona fide ability to meet these specific requirements. The previous source for this course was the University of Tennessee, Center for Executive Education, Knoxville Tennessee. The successful contractor shall provide a minimum of 2 instructors for this Course of Instruction who are qualified by education and experience in the professional disciplines to which the subject matter relates Each instructor must possess an earned doct orate degree from an accredited college or university in Management or Strategic Management. A copy of each diploma for documentation of doctorate degrees shall be provided. Each instructor must have had 500 hours of teaching experience during the last 5 years in the following subjects: (1) management of technical employees, scientists and engineers; (2) management of technology based organizations; (3) management of organizational change and behavior; (4) conflict management and negotiation; and (5) stra tegic management and business philosophies. Documentation must be provided showing the following: (1) when and where; (2) teaching audience; (3) names of instructors; (4) title and brief description of the course(s) taught; (5) course length; and (6) actual hours taught by each instructor. The successful contractor will be required to provide the following: (1) a schedule of instruction on the first day of class; (2) Workbook materials that support the learning objectives that will also serve as a reference document during and after the cou rse; (3) Visual Aids; (4) Other administrative requirements such as obtaining and verifying student registration forms; end-of-the-course evaluations, and providing student certificates. The following information should be included with the response to this Sources Sought announcement: Duns Number, Tax Identification Number and Cage Code. All interested sources must be registered in the Central Contractor Registration (CCR) before they c an be considered as potential sources for the courses listed above. For this Sources Sought announcement it is not necessary to submit any additional information, resumes, sales materials or brochures. Submittals are due no later than October 12, 2007. THIS IS NOT A REQUEST FOR PROPOSAL. If no sources express an interest by October 12, 2007, or if the sources that express an interest are determined by the Government to be unable to meet the requirements of this announcement, then a sole source award will be made. The Government is not obligated to and will not pay for any information received from potential sources as a result of this request for sources sought. This request for sources sought is for informational and planning purposes only and does not constitute a solicitation for bid or proposals, and is not to be construed as a commitment by the Government.
