- Contracting Center of Excellence intends to negotiate on a sole source basis with Government Horizons LLC which is non-profit organization and located 4301 Wilson Blvd, Arlington Blvd. VA. The objective is to provide two acquisition trainings to ap prox 40 attendees at a conference room located in Pentagon. Two courses are 1) 5 days for Performance Based Contracting and Performance Work Statements and 2) 3 days Best Value Source Selection Workshop during the timeframe of Oct - Nov 07.
