Description
NOAA's Marine Operations Center-Pacific has a requirement for a contractor to provide all supervision, material and labor necessary to perform drydock repairs to the NOAA ship OSCAR DYSON. All work is expected to be performed at the successful contractor's facility. Performance period is expected to commence approximately November 20, 2007, and be completed on or about January 12, 2008. The work consists of approximately 16 basic items. Basic work includes: routine drydocking, underwater body , rudder and tail shaft inspections, drainage modifications, anti-roll tank modification, installation of Sea-Chest Anti Fouling System, installation of Stern Gantry structural stiffening, addition of submersible pump outlets, vent system exhaust fan replacement, replacement of ship generator mounts, hull sea water valve repairs/replacement/cleaning, painting of ships waterline, transom, anchor pockets & trawl doors, replacement of main propulsion motor SW cooler heads, ships propeller inspection, eliminate main generator pre-lube piping sound shorts, and eliminate jacket water piping sound shorts to deck plate. Optional work may include, but is not limited to the following: zinc replacements, utilities and services, underwater body painting, etc. The vessel will be available for inspection October 15-16, 2007 in Seattle, WA. Questions regarding this solicitation must be in writing and emailed to Crystina.R.Elkins@noaa.gov. This procurement is a 100% Small Business Set-Aside. The North American Industry Classification Code (NAICS) is 336611 and the size standard is 1,000 employees. All responsible sources may submit a bid for consideration. The Invitation for Bid (IFB) including the plans and specifications will be issued on or about October 11, 2007, for downloading at the Government?s website at http://www.fedbizopps.gov/. No paper copies will be issued. Interested parties should use the FedBizOpps [REGISTER TO RECEIVE NOTIFICATION] and [REGISTER AS AN INTERESTED VENDOR] features which provides a notification when the IFB becomes available for download as well as all postings of information associated with this solicitation, thereafter. Each potential offeror is responsible for checking this website to gain all current information related to this solicitation. Any further announcements regarding this solicitation will be posted only at http://www.fedbizopps.gov/. The ESTIMATED response due date is November 13, 2007; however, the actual due date of offers may be adjusted based upon the actual posting date of the solicitation and the information will be stated within the solicitation documents. All contractors doing business with the Government are now required to be registered with the Central Contractor Registry (CCR) and may register at the following web site: http://www.ccr.gov. This procurement requires offerors to complete the On-Line Representations and Certifications Application (ORCA) at https://orca.bpn.gov/. Please note that this solicitation requires that a 20% bid guarantee be submitted with the bid and that a performance and payment bond will be required at 20% of the award amount approximately seven (7) calendar days after award.
