- The California Institute of Technology?s Jet Propulsion Laboratory (JPL), operating under a prime contract with the National Aeronautics and Space Administration (NASA), is surveying industry to gauge interest of potential proposers in an anticipated competitive procurement for third-party logistics service and warehousing of Government-Owned property. BACKGROUND: These third-party logistics services call for the warehousing of Government-Owned property, including but not limited to, facilities, licenses and permits, personnel, equipment vehicles, expendables, maintenance, utilities and systems required to collect, transport, handle, safeguard, inventory, store, package and report on Government property. It could also involve the relocation of property from the current warehouse in Fontana, California, to your warehouse. REQUEST FOR INFORMATION: The goal of this RFI is to determine industry capability and obtain a Rough Order of Magnitude (ROM) estimate for the costs to accomplish this requirement. This ROM estimate is for planning purposes and is non-binding in an eventual bid situation. KEY REQUIREMENTS: For the purposes of this RFI, the facility is defined as 100,000 square feet of general warehouse space which is capable of safeguarding Government Property and housing the activities described in the attached condensed Statement of Work. A safety and security plan would also be required. As a separate entry, please factor in potential relocation costs from current Warehouse in Fontana, California to your warehouse located in an area as close to JPL in Pasadena, California as possible. For estimating purposes, presume that items will be palletized, requiring approximately 18 standard flatbeds; 12 flatbeds (permit loads) requiring riggers support to load 2 heavy/oversized items; 33 containers (53-foot); and a 5-ton truck/tractor to pull 2 large transport vehicles. PERIOD OF PERFORMANCE: The anticipated period of performance for such services would be from July 2008 through July 2011 with the potential for follow-on services through 2018. RESPONSE DEADLINE: Please submit your expression of interest and ROM estimate for a three (3) year period in accordance with the above information to the undersigned no later than October 10, 2007. In addition to the ROM estimate, you are requested to provide a written response describing experiences you have had with similar full service warehousing operations. QUESTIONS?
