Description
NASA/MSFC has a requirement to extend by four months the services provided under contract NNM04AA02C, ?Unified NASA Information Technology Services (UNITeS)?. Under this contract, the contractor is responsible for providing all effort necessary to support MSFC Information Services, Integrated Enterprise Management Program (IEMP) Integration Services, and Agencywide Information Services. NASA/MSFC intends to negotiate only with the incumbent contractor, Science Applications International Corporation (SAIC) of San Diego, California, for the four month extension. NASA/MSFC plans to acquire follow-on services that will commence on May 1, 2009, through full and open competition under separate procurement(s). The four month extension to the existing UNITeS contract with SAIC is necessary based on the following: 1. In conjunction with the Agency Chief Information Officer?s (CIO) requirement to define the strategic role of Information Technology (IT) for NASA, an Agency IT Strategic Plan is being prepared that will encompass IT governance, enterprise architecture, knowledge management, and security of Agency information assets and knowledge. It is anticipated that this plan will serve to formulate an Agency-wide policy regarding these areas and could significantly impact pending IT acquisition requirements, particularly those including Agency-wide and Integrated Enterprise Program responsibilities. 2. As part of the development of an Agency-wide IT strategic plan, decisions regarding certain elements of the current UNITeS Performance Work Statement (PWS) will be required related specifically to whether or not these elements will be a part of the recompetition or will be included in other Agency-wide contract vehicles. 3. Based on the requirement for key decisions to be made that will impact the recompetition schedule, it is necessary to extend the current UNITeS contract by four months through April 30, 2009. This extension will serve to allow sufficient time for assessment of the impact of these decisions on the recompetition, including preparation of initial acquisition documentation and other necessary actions required to complete the recompetition. Development and release of competitive acquisition documentation, prior to key scope decisions, could require duplication of significant resources on the part of both the Government and industry once the decisions have been made. Therefore, extension of the current contract by four months to allow for incorporation of these key scope decisions into the development of the recompetition strategy represents the only practical alternative. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the four month extension effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 9, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this four month extension procurement on a competitive basis. A determination by the Government not to compete this four month extension procurement on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "22".
