Description
STATEMENT OF WORK/PERFORMANCE PHARMACEUTICAL WASTE COMPLIANCE SERVICES FOR NAVAL HOSPITAL PENSACOLA, 6000 West Highway 98, Bldg 2269, Pensacola, FL 32512. Provide the Naval Hospital facility with information necessary to be compliant with Federal EPA/RCRA and DOT regulations concerning identification, sorting, packaging, labeling and documentation of RCRA hazardous and non-RCRA hazardous pharmaceutical waste. Contractor shall, based on National Drug Codes (NDC numbers) characterize formulary to identify EPA/RCRA defined hazardous pharmaceuticals, U.S. DOT waste class per NDC numbered pharmaceutical, U.S. DOT waste streams potentially represented by the Hospital's Rx formulary numbered pharmaceutical products. The Rx waste characterization data shall be provided in both electronic (Excel) and hardcopy format. Vendor will also provide 8 hours of project consulting (including working with local POTW) to determine which Rx can legally be disposed via public Sewer. Typically, there are some NDCs in the hospital formulary that are not found in some database these include NDCs that are, Not identified by an NDC number, Identified by a Customer designated NDC number, Compounded drugs, Clinical investigation drugs. These items will require research and analysis by an Environmental Chemists to complete the waste characterization. Vendor will assist the Naval Hospital in designing the internal logistics needed for an effective Rx Waste Compliance Program. These services are to include, Assist in establishing the internal labeling system for pharmaceuticals dispensed from the pharmacy in order to allow staff hospital to properly identify waste streams, Identification and set-up of satellite accumulation areas / points of collection. Evaluate the Naval Hospitals current centralized hazardous waste storage area and make recommendations on the space requirements, material flow and necessary equipment to establish a central accumulation area appropriate for the customers Rx waste compliance needs, Assist in establishing the internal logistics system for satellite container(s), supply, transfer and storage, Provide a set of containers to be used in the satellite accumulation areas. This container system should be designed to work with the internal labeling system for pharmaceuticals dispensed from the pharmacy to make it simple for clinicians to follow and be in compliance. Vendor shall also provide up to 8 hours of on-site "Train the Trainer" sessions for hospital staff and provide Rx Waste Compliance Program training manuals and materials. Vendor shall provide on-site pharmaceutical waste segregation, labeling and packing services by a Field Chemist trained in proper handling and safety procedures. This service is to include physical retrieval or transfer of pharmaceutical waste containers between satellite and central hazardous waste accumulation areas. Vendor shall provide Pharmaceutical Waste Disposal Services for Customer including Manifested pickup of pharmaceutical waste from Customer sites, DOT Waste disposal containers with labeling, Transport to a regulated destruction facility for destruction DOT approved waste disposal containers are to be used for the segregation, transport and disposal of pharmaceutical waste from the Naval Hospitals designated hazardous waste accumulation area. The initial supply of waste disposal containers will be shipped to the Naval Hospital based upon the number and type of DOT waste streams identified as a function of the initial RX Formulary Waste Characterization and DOT Waste Stream Analysis. Waste disposal containers will be DOT compliant for their designated waste stream. NOTE TO CONTRACTOR Material costs if any, which will be procured separate from this award. Provide information pertaining to hourly rate, personnel title and education.
