- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are NOT being requested and a written solicitation will not be issued. Surface Deployment and Distribution Command Acquisition Center, Alexandria, Virginia intends to negotiate a sole source firm fixed price contract with Contra Costa County Sheriff's Of fice for land, sea, and air police protection services at the Military Ocean Terminal, Concord California (MOTCO). This award will be made under the authority of FAR 6.302-1(b)(1)(ii). The period of performance for this contract is for a base year and 3 one year options. The primary intention of this contract is to provide additional Law Enforcement support encompassing Land, Sea, and air during peak operational periods. Services include all equipment and Law Enforcement Officers to provide 24/7/365 day patrol of the MOTCO land area, waterside patrol of pier areas and transit lanes parallel to the MOTCO, and air support as required. Market research has shown that only Contra Costa County Sheriffs Office can provide all services and has Jurisdictional ar rest authority. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES, however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 2 days from the date of the publication of this synopsis. Supporting e evidence must be furnished in SUFFICIENT detail to demonstrate the ability to comply with the requirements listed above. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the sole source negotiation. Responses are due on 27 September 2007 by 4 pm. EST.
