- Description
- South Texas Veterans Health Care System (STVHCS) intends to negotiate sole source procurement with Novan Solar, Inc. This proposed contract action is a follow on requirement for glass and gasket components for Novan solar panels of an active Energy Savings Performance Contract. The Government intends to accomplish procurement using commercial item procedures in accordance with the Federal Acquisition Regulation Part 12 and in accordance with FAR 6.302-1, of other than full and open competition. Only one responsible source and no other supplies will satisfy agency requirement applies. NAICS code is 333414. The small business size standard is 500 employees. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. The VA believes that Novan is the only company that can provide these components. The VA believes that characteristics of these components are so unique, that they are the only available source. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the above requirements. Information may be sent to the Contracting Officer by FAX, 210-949-3777, ATTN: Charles Trumpfheller, before the 11:59 AM, September 27, 2007. Responses received will be evaluated however; a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. If no responses are received, STVHCS will proceed with the sole source negotiation with Novan for said components. All responses received must reference this solicitation number.
