The Schedule must either be in the Seller's name or the Seller must be able to document its ability to act as an agent of a partner's Schedule. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. FAILURE TO PROVIDE THIS INFORMATION WILL RESULT IN A 'NON RESPONSIVE' BID AND REMOVAL FROM AWARD CONSIDERATION The GITM Program recommend a brand name procurement of the following equipment Part# PEIBM73P3213 Description: Edge 512MB PC-24200 DDR DIMM Memory. The Edge 512 Memory strip requested contains the IBM/Lenovva Service Agreement which allows IBM to provide service on Edge products installed in or attached to an IBM/Lenova machine. IBM will replace teh Edge product as needed in IBM/Lenovo machines under warranty. IRM/OPS/PMA has identified the equipment listed as teh only one available in the market today that meets teh Department's requirements for low cost, capacity, performance, and ease of use as well. Additionally, this item, which will be placed in IBM/Lenova workstations, is approved by IBM/Lenova and will not void the current warranty on the machines. As this is a brand name only justification, no one contractor's unique qualifications are cited as teh basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department's requirements as key component oft eh Department's computer/network system.
