- Description
- In accordance with the procedures specified in the OMB Circular A-76 (Revised) May 29, 2003 (Attachment B. paragraph B.1 & B.2) this notification represents the formal public announcement and official start date of a streamlined competition on the commercial activity functions performed at the Department of Health and Human Services (DHHS), Program Support Center (PSC), Financial Management Service (FMS), Division of Financial Operations (DFO), Debt Management Branch (DMB), Debt Servicing Section (DSS). The DSS, which is located in Rockville, MD, provides complete, effective, national debt collection services for all types of debts held by Government customer agencies including health profession loans, scholarship default reimbursements, overpayments, audit and program disallowances, repatriation loans, separated employee debt, medical service reimbursements, legal damages, construction loans, service and inspection fees and many others. DSS also collaborates and negotiates with numerous external organizations and Government agencies to define, process, and collect debts. DSS uses ?state of the art? electronic, mechanical, and manual systems to record, manage, analyze and communicate debt files and portfolios. DSS works closely with the Department of Treasury in managing the offset of Government disbursements to collect outstanding receivables and referring delinquent claims for cross servicing. Government personnel consisting of 7 commercial activity Full Time Equivalent (FTE) positions and 4 Contract support Man-year Equivalent (CME) positions represent the incumbent service provider. The estimated work years will consist of a 3-month Phase-In Period, a 9-month Base Period and four 12-month Option Periods. The designated Competitive Sourcing Official (CSO) is Joe W. Ellis, DHHS Assistant Secretary for Administration and Management. The CSO's point of contact for this competition is Creighton Glantz, PSC Director of Competitive Sourcing. The responsible Contracting Officer is Janet Miller and the Agency Tender Official is Don Pooton, Chief, Debt Management Branch. The projected end date for the competition is December 21, 2007.
