Description
EXPRESSION OF INTEREST ??? TO MANAGE AND OPERATE THE PACIFIC NORTHWEST NATIONAL LABORATORY The U.S. Department of Energy (DOE), Oak Ridge Office (ORO) is seeking an Expression of Interest from prospective contractors, who may be interested in competing on a full and open basis, to manage and operate the Pacific Northwest National Laboratory (PNNL). PNNL is a DOE Office of Science multi-program Laboratory whose mission is to deliver science-based solutions for the nation???s energy, environmental, and security needs. This Request for Information is not a Request for Proposals. This announcement is part of market research and anticipated responses are sought to identify sources that have the comprehensive knowledge, skills, and capability to meet the overall requirements to provide the intellectual leadership and management expertise necessary and appropriate to manage, operate, and staff the Laboratory; to accomplish the research mission and roles assigned by DOE to the Laboratory; and to perform the work described in the Statement of Work (to be issued in a draft Request for Proposals). The DOE is currently preparing its draft solicitation (Draft Request for Proposals). The PNNL contract is anticipated to be a performance-based, cost-plus-award-fee, management and operating (M&O) contract type. The PNNL will continue to be a Federally Funded Research and Development Center (FFRDC). The majority of the work effort is currently being performed in the Richland/Tri-Cities area of the State of Washington, and DOE anticipates that it will continue to be performed there. The current contract with the incumbent expires on September 30, 2007; however, DOE has announced that it will extend the current contract, for up to two years, to allow for the competition process. The PNNL mission focuses on biological, chemical, computational, environmental and materials sciences; technologies to detect and mitigate weapons of mass destruction and counter acts of terrorism; and technologies for energy and environmental security. The Laboratory has six core competencies: 1. Microbial and cellular biology and applied proteomics; 2. Environmental sciences in biogeochemistry; physics and atmospheric sciences; climate, and subsurface science; and integrated assessment of energy and environmental impacts; 3. Analytical and interfacial chemical and material sciences; 4. Radiological sciences; 5. Information analytics and visualization; and 6. Sensing and measurement technologies and systems, for energy, national security and environmental applications. The PNNL includes approximately 85 facilities that will be either Government-owned or Government-leased, either office or laboratory space, and will be made available under the contract. A complete listing of these facilities, type (lab or office), location, and classified as either owned or leased will be posted on this solicitation???s website in the near future. Anticipated funding (from all sources) for fiscal year 2008 for PNNL is approximately $830 million. DOE expects to award a new performance-based contract during the fall of 2008 and will be followed by a transition period. The selected offeror will be expected to assume all management and operating responsibilities within a 90-day transition period. There is no specific format required except that the RFP number should be referenced, and list the name of a contact with a telephone number and an e-mail address. Submission of an Expression of Interest does not commit an interested party to submit a proposal. Expressions of Interest should be received no later than 3:00 p.m. Eastern Standard Time on October 9, 2007. The DOE intends to post on this solicitation???s website (address provided below) a listing of all entities interested in partnering or in subcontracting opportunities as they relate to this competition. For entities seeking to be included on this list, identify within your Expression of Interest (EOI) your willingness to be included on the list. In addition, indicate your interest as being either a prime or a subcontractor and whether you are a small business. Future information regarding this solicitation will be posted on DOE???s Industry Interactive Procurement System (IIPS) at URL http://e-center.doe.gov and/or FedBizOpps at URL http://fedbizopps.gov. DOE anticipates issuing a draft RFP in the 1st quarter of FY08. The draft RFP will be open for comments or questions for approximately 45 days. DOE expects to offer a pre-solicitation meeting, site tour(s), and one-on-one meetings with prospective offerors approximately three weeks after the draft RFP is issued. DOE does not plan on offering site tours following the issuance of the final RFP. Dates and times for the pre-solicitation meeting, site tour(s), and one-on-one meetings will be announced at a later date.
