- N00164-07-R-6606- LMS-16, Gateway Manager, Installation & Training - FSC 7021 ? NAICS 334111 Anticipated Issue Date: 24 September 2007 - Anticipated Closing Date: 01 October 2007 This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/. While it is understood that FBO is the single point of entry for posting synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Government has a requirement for one (1) LMS-16, two (2) Gateway Managers, and training. The LMS-16 is a workstation-based Link-16 management and network level diagnostic tool.The two Gateway Manager?s are tactical data link processors that provide data forwarding, translation, and management of gateway functions. Onsite training includes one week of familiarization with unique features, practical application of the objectives and basic user understanding of the LMS-16 and Gateway Manager, all based on users? prior experience with JTIDS equipment. The Government intends to solicit and negotiate this contract on a sole-source basis to Northrop Grumman Corporation Mission Systems, 9326 Spectrum Center Blvd. San Diego, CA 92123. The basis for restricting competition can be found in FAR 6.302-1.
