- This is a combined synopsis/solicitation for commercial services Americans with Disabilities Act Accessibility Study for multiple locations on Rock Island Arsenal(RIA) and is prepared in accordance with the format in Subpart 12.6, as supplemented w ith additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Offerors as well as their subcontractors MUST BE located within a 5 hours radius of the Rock Island Arsenal, Rock Island, Illinois. All offers will be due on September 28, 2007 at 12:00 pm Central Daylight Standard Time. Solicitation No. is W52H09-07-T-EMA1. Each vendor will be responsible for contacting the POC identified below to obtain a copy of the Rock Island Arsenal map electron ically which shall be used to base their submission. Failure to obtain any said amendments and to respond to them prior to the date and time set for request for quotes may render your quote as nonresponsive and result in the rejection of same. SCOPE OF WORK Army Regulation 420-70 requires Army facilities to be accessible to individuals with disabilities in accordance with the Uniform Federal Accessibility Standard (UFAS) as required by the Architectural Barriers Act (42 USC 4151-4150). In addition, the regul ation requires compliance with the Americans with Disabilities Act Accessibility Guidelines (ADAAG) whenever they provide equal or greater accessibility than the UFAS. The contractor shall be required to conduct an accessibility audit of the following facilities located on Rock Island Arsenal (RIA): Commissary, Building 334 (33,260 sq. feet) Child Development Center, Building 16 (5,786 sq. feet) Post Restaurant, Building 60 (175,219 sq. feet) Building 110 (177,533 sq. feet) These buildings are identified on the map of RIA. As part of this audit the contractor shall provide a listing of each of the UFAS/ADAAG guidelines applicable to the listed facilities. The contractor shall note each of the facilities which are non-compliant with these requirements and explain the nature of each non-compliance. The contractor shall submit written report detailing the results of the audit to the Equal Employment Opportunity Office within 45 days of contract award. This report shall include both a narrative summary of the audit findings as well as a columnar chart detailing the audit findings The following FAR clauses were hereby included with this request: 52.212-1 Instructions to Offerors Commercial NACIS Code 541330; 52.212-2 Evaluation-Commercial Items (Technical and Price); 52.212-3 Offeror Representations and Certifications-Commercial I tems; 52.212-4 Contract Terms and Conditions-Commercial Items; 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; 52.0000.4940 Wide Area Workflow-Receipt Acceptance-Services; and Manpower Reporting ad ditional submittal requirements and detailed evaluation criteria will also be sent electronically to the offerors.
