Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. It is the vendor?s responsibility to check http://www.fbo.gov for any updates or changes. (II) The solicitation is issued as a request for quotation (RFQ). Quotes may be submitted electronically to the contact information listed in paragraphs XVII and XVIII of this document. (III) This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-14. (IV) This solicitation is 100% set-aside for small business concerns. The associated NAICS code is 238210, and the small business size standard is $13M. (V) This requirement consists of five items (0001-0005): 0001 Purchase and install 12 Lamp Fixture model VisaLight model CP3210-9F39-277-PB-DIM (OR EQUAL). 0002 Purchase and install 10 Visa Lighting Model CB6146-PB-DIM (OR EQUAL). 0003 Purchase and install 32 Wall Accent Lighting Visa Lighting model CB6520-1FS24-WHT-DIM (OR EQUAL). 0004 Purchase, retro fit, and install 1 Lehigh Collage Plus/ Sunburst model SB2400 System with (2) entry stations an a remote preset (OR EQUAL). 0005 All labor, materials, equipment, facilities, and transportation, necessary to perform the construction described herein. (VI) Description of work: The contractor shall provide supervision, all professional services, labor, tools, supplies, equipment, and materials required to purchase and install items 0001 through 0004 or equal at the Base Chapel at Pope AFB, NC. Work hours will be Monday thru Friday 7:30 AM till 4:30 PM, excluding federal holidays. All work will be accomplished in accordance with the Statement Of Work, Specifications, and drawings. (VII) Period of Performance: Vendors are to indicate in their quote estimated time of deliver and installation completion (not to exceed 45 calendar days). (VIII) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this solicitation. (IX) The provision at 52.212-2, Evaluation - Commercial Items, applies to this solicitation. Paragraph (a) of FAR 52.212-2 is added to read: Lowest price technically acceptable. The contractor certifies that he/she can meet the delivery and installation date by submitting a quotation. (X) The provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, applies to this solicitation. All prospective offerors must be registered with Central Contractor Registration (CCR) at http://www.ccr.gov and in the Online Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Registration with the CCR may be accomplished using their webpage or calling (888)227-2423. Award can only be made to contractors registered in the Central Contractor Registration. (XI) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition Paragraph (o) is changed to read: The contractor shall provide a two-year warranty on the blower and all other standard commercial warranties to the government. (XII) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and are applicable to this acquisition: b(15), (16), (17), (18), (20), (24), (25), (26), (29), (32), and c(1) and (2). (XIII) The clause at 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration, applies to this acquisition. Any resulting contract will be paid using the Wide Area Work Flow (WAWF) system at https://wawf.eb.mil/. (XIV) The following sub-paragraphs identified within DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, are considered checked and are applicable to this acquisition: DFARS 252.225-7001, DFARS 252.247-7023 (Alternate III), and DFARS 252.225-7036. Additionally the following clauses and provisions are added to this combined synopsis/solicitation and considered applicable to this acquisition: 252.204-7003, Control of Government Personnel Work Product; 252.204-7004 (Alt A); 252.225-7000 Buy American Act--Balance of Payments Program Certificate; 252.225-7002 Qualifying Country Sources as Subcontractors; 252.243-7001, Pricing of Contract Modifications; 52.252-2, Clauses Incorporated by Reference; 252.232-7003, Electronic Submission of Payment Requests; 252.246-7000 Material Inspection and Receiving Report; 5352.201-9101 Ombudsman and the provision at 52.211-6 -- Brand Name or Equal are applicable to this acquisition. (XV) The Defense Priorities and Allocation System (DPAS) is not applicable to this acquisition. (XVI) Commerce Business Daily numbered note 1 applies to this acquisition and may be viewed at http://www.fbodaily.com/cbd/notes.htm. (XVII) All documents will be sent electronically to interested parties and no hard copy documents will be mailed. Qualifying vendors interested in receiving solicitation documents are to contact the project POC listed at the bottom of the notice and provide at minimum the following information: company name, name of primary point of contact, valid e-mail address, valid telephone number, and company DUNS number or CAGE code. All responsible sources may submit a proposal/quote prior to the closing time and date of 3:00 PM, 27 September 2007.
