- The following synopsis is for commercial services and consists of the synopsis only. A written solicitation will be made available on this web site on our about 15 Oct 2007. However, maps will be unavailable via this website and will require a written request from each contractor. This procurement is a 100% set aside for HUBZone contractors with grounds maintenance experience. The solicitation document will incorporate provisions and clauses in affect through the Federal Acquisition Regulation. This will be a Price/Past-performance Tradeoff procurement using Source Selection Procedures The NAICS code for this project is 561730 with a size standard of $6.5 Million dollars. The contractor shall provide all labor, materials, equipment, and tools necessary to perform a comprehensive grounds maintenance service at Ellsworth AFB, South Dakota to include grass mowing, tree removal and trimming, and snow and ice removal. The period of performance is 1 February 2008 through 30 September 2008 with an additional four option years. Offerors not already registered in the central contractor registration (CCR) database are highly encouraged to do so by visiting the site, http://www.ccr.gov, or by calling 1-888-227-2423; an offeror must meet this requirement to be eligible for contract award. CCR can be obtained by accessing the Internet at http://www.ccr.gov or by calling 1-888-227-2423. CCR registration must be obtained before award can be made. A preproposal site visit will occur on or about 24 Oct 2007. Contractors interested in attending the site visit will be required to contact SrA Brian T. Donovan at 605-385-1732 or Todd Pond at 605-385-4394 no later than three days before the date of the site visit. Only proposals submitted by contractors who attended the site visit will be considered responsive. Once contractors have received the full solicitation package, submit the supporting information requested for Price offers and Representations and Certifications by mail to 28 CONS/LGCA, Attn: SrA Donovan, 1000 Ellsworth St., Ste. 1200, Ellsworth AFB, South Dakota 57706. The tentative due date for receipt of proposal documentation is 12:00 P.M. MST on 9 November 2007. Contractors are advised to monitor this web site for updates and or changes.
