FOB Destination shall be Washington, DC 20520 The Department of State requires the following items, Exact Match Only, to the following: LI 001, Universal 4-Post Rack Mount Kit p/n: X5515A-R6, 2, EA; LI 002, Cable, Patch, FC SFP to SFP, 0.5M, R6 p/n: X6530-R6, 4, EA; LI 003, Power Cable North America, R6 p/n: V800E-R6, 4, EA; LI 004, DS14MK2 SHLF, AC, 14x300GB, 10K, FC, ESH2, QS, R5 p/n: X900A-ESH2-QS-R5, 2, EA; LI 005, SupportEdge Premium, 7x24, 4hr Onsite p/n: CS-O-4HR, 2, EA; LI 006, Installation Services p/n: HR-CON, 2, EA; For this solicitation, Department of State intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. A Seller may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. Department of State is taking this action in an effort to improve both seller access and awareness of requests and the agency's ability to gather multiple, completed, real-time bids. All responsible Sellers that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Information can be found at www.ccr.gov (a) The provider of information technology shall certify applications are fully functional and operate correctly as intended on systems using the Federal Desktop Core Configuration (FDCC). This includes Internet Explorer 7 configured to operate on Windows XP and Vista (in Protected Mode on Vista). (b) The standard installation, operation, maintenance, update, and/or patching of software shall not alter the configuration settings from the approved FDCC configuration. The information technology should also use the Windows Installer Service for installation to the default ?program files? directory and should be able to silently install and uninstall. (c) Applications designed for normal end users shall run in the standard user context without elevated system administration privileges. (d) The Department of State currently intends to use Vista in Protected Mode in the future when all devices at all worldwide locations have sufficient capacity to permit an upgrade from the XP operating system. A) The offeror shall provide the government, with its offer submission, written verification from the GSA schedule holder that an agreement exists that validates the offeror's right to offer the GSA schedule items on behalf of the GSA schedule holder, if other than the offeror; and, B) By proactively complying with this offer term, sellers accept that the government will make award to the GSA schedule holder only, as the sole awardee. Further, the sole awardee and only the sole awardee shall submit its invoice to the government and receive payment from the government. (1) Identification of the agency and the contracting activity: The Office of Acquisition Management (A/LM/AQM), Department of State (DoS), is processing this acquisition at the request of the Consular Affairs Consular Systems and Technology (CA/CST). This Justification and Approval (J&A) on a brand name only basis is for the use of the Network Appliance hardware to complete the SAN Storage Upgrade. The use of a brand name description is essential to the Government?s requirements, for Department of State infrastructure connectivity requirements, thereby precluding consideration of the products of another company. (2) A description of the supplies or services required to meet the agency?s needs (including the estimated value): CA/CST/II requires the purchase of Network Appliance hardware to complete the SAN Storage Upgrade. As part of CA/CST?s migration from CLASS to eCLASS, CST purchased and installed 4 Storage Area Networks (SANs) from Network Appliances (NetApp). A recent redesign of the eCLASS architecture has led to an increase in its SAN storage requirements. ) An identification of the statutory authority permitting other than full and open competition. The 41 USC 253(c)(1), and FAR 6.302-1 are cited at the statutory authority. (4) A demonstration that the proposed contractor?s unique qualifications or the nature of the acquisition requires use of the authority cited. As this is a brand name only justification, no one contractor?s unique qualifications are cited as the basis for this justification. Rather, the products identified by brand name herein have been determined to be the only items that meet the Department?s requirements as a key component of the Department?s networking system. The currently installed Network Appliance SANs contain proprietary hardware, which require the use of DS14MK2 storage shelves from Network Appliance, to integrate correctly with the existing SAN platform and expand its capacity. No other vendor?s disk storage shelf would be compatible with our existing installed hardware. Because this equipment must interface with existing specialized IT equipment, no other manufacturer?s product will fulfill the requirement. In summation, CA/CST believes that it is in the best interests of the Government to acquire the requested Network Appliance SAN Storage Upgrade without delay.
