Description
Instructions to Prospective Respondents Please refer to the accompanying documents which consist of: (i) Market Research Questionnaire (ii) Draft Statement of Objectives, and (iii) Loan Program Description The U.S. Small Business Administration (SBA) is seeking via a full and open competition, sources capable of providing contractual support for the modernization of the SBA Loan Management and Accounting System (LMAS). This includes implementing a new, fully integrated system utilizing a phased-in approach. SBA is conducting market research to gain an understanding of the capabilities and qualifications that exist in the marketplace as well as formulate a performance-based acquisition strategy. This market research is the 2nd step of the 7-step performance-based acquisition methodology. The SBA will also use this information as part of the competitive process to identify the most viable sources as described in the advisory multi-step process of FAR 15.202. Consistent with FAR 15.202, SBA shall evaluate all responses and shall advise each respondent either that it will be invited to participate in the resultant acquisition or, based on the information submitted, that it is unlikely to be a viable competitor. SBA also will advise respondents not considered as viable competitors of the general basis for that opinion and, notwithstanding the advice provided by the Government in response to their submissions, they may participate in the resultant acquisition. In doing this evaluation, SBA will use criteria of overall assessment of proposed solutions to meet the stated objectives and experience of respondents in providing similar type loan management systems. The SBA is utilizing the services of a contractor to assist it with this acquisition. We would like your organization to complete the information requested on the attached questionnaire. Your response should be limited to 20 pages, including all attachments but excluding the cover page and table of contents, using one inch margins and a font size greater than or equal to Times New Roman 12. Questions regarding this requirement must be submitted to Ms. Joanie Newhart at joanie.newhart@sba.gov no later than 4 PM EDT on September 10, 2007.
