- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). The RFQ number is N00189-07-Q-Z145. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-12 and DFARS Change Notice 2007-0802. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items including (b) 5 (i), (9), (18), (19), (20), (25), and (33). While price will be a significant factor in the evaluation of offers, the final contract award will be based on price. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/ . METHOD OF PROPOSAL SUBMISSION: The NECO website has a "submit bid" button next to the solicitation number. DO NOT use the "submit bid" button on NECO to submit your proposal. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes over 10 pages in total will not be accepted by facsimile. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. Sole-Source Justification for use of Brand Name This new camera package will be integrated into our current editing system, the AVID Media Composer as our main source of video footage. The new XDCAM footage will be used with older DVCAM footage. Therefore, it is necessary to purchase the SONY XDCAM HD to fill this requirement. The SONY XDCAM HD is directly supported by the AVID Media Composer. The SONY XDCAM HD footage can be directly captured into the AVID Media Composer without shuttling through footage. The SONY XDCAM HD footage is brought into the AVID as MXF files and as part of the end to end file based workflow of the SONY XDCAM HD and AVID Media Composer; it is possible to send clips and sequences over Fire Wire to XDCAM disks, as MX files,, DVCAM or XDCAM. This very technical requirement allows for use of our older SONY DVCAM footage and newer SONY XDCAM HD footage to be used seamlessly in the AVID Media Composer, this workflow is unique to the SONY XDCAM HD Camera.
