- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation, Part 12. This announcement constitutes the only solicitation; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Quotes are due to the 55th Contracting Squadron no later than 12:00 PM local time on 24 September 2007, and shall be valid for at least 30 days to insure sufficient time for the distribution of funds. Quotes shall be submitted via e-mail in a Word, Excel, or PDF format to SSgt Jeff Wyant at: jeffrey.wyant@offutt.af.mil or fax at 402-294-0430. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-20. This procurement is set aside 100% for Small Business ONLY. The North American Industry Classification System (NAICS) code and small business size standard are 339113, 500 employees. The government intends to issue a purchase order for: Requirement: The design, installation, testing, and product demonstration of a fall arrest system in an airplane hanger. The system shall support two users working on larger planes and meet OSHA guidelines. The materials and equipment required for the system must be included in the proposal. The estimated equipment required is two sets of user equipment, one load carrying trolley, on carbiner, one retractable lifeline, and one full body harness. The cost to ship all materials and equipment to Offutt AFB, Nebraska must be included in the proposed price. Questions addressed during the site visit: 1. The quote due date has been extended from 21 September to 12:00 p.m., CST 24 September 2007. 2. The government requires the contractor to submit inspection instructions. 3. A 45 foot man-lift will be made available with advance coordination. 4. There is no fuel work accomplished in the hanger bay. 5. A 14 foot extension beam is required. 6. Installation shall be included in the bid. 7. The system must support 2 personnel. Two lifelines are required to allow worker to cross-over each other. Quote must include estimated days to complete the order. CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD.
