Description
Questions have been recieved regarding the formal RFP released on Sep 14. See below for the Gov't replies. Additonal postings may occur up until Oct 29th is/when additional questions are recieved. -------------------------------------------------------------------------------------------------------------(Question 1) Paragraph 5.2 Early Proposal Information in Section L states "Each offeror is requested to submit the information shown in Attachment 3 for each relevant contract fifteen (15) calendar days prior to the date set for receipt of proposals." But Table 2.2 - Proposal Organization indicates these attachments are part of Volume III, the Past Performance volume. Does the Government wish the entire Volume III submitted 15 days early or should the Attachment III PPISs be submitted seperately 15 days early, and also included with the completed Volume III at the normal due date (29 October 2007)? (Answer 1) Per the instructions in Para 5.2, the Government only desires the PPIS sheets be submitted 15 days early and not the entire past performance volume. If an offer does indeed submit the PPIS early, they would not be expected to provide additional copies as part of Vol III. If an offeror is unable to provide these PPIS early, then Vol III, would be the proper place to provide them as part of their proposal. Additionally, since 15 days prior to Oct 29th is a Sunday, submission 14 days early on Oct 15th will be sufficient. ---------------------------------------------------------------------------------------(Question 2) The sentence cited above from Paragraph 5.2 states "... offeror is requested to submit...". We wish to confirm that the use of the word "requested" indicates that an offeror who, for whatever reason, is unable to complete the PPISs in time to meet the earlier date will not be penalized, so long as the completed proposal, including a complete Volume III, is submitted by the 29 October due date. (Answer 2) The Government uses the word "requested" in Par 5.2 as inferred above. The Gov't would like to see the PPIS sheets early if possible to give us a head start on performing the Past Performance reviews. However, compliance with this early submission is not mandatory and failure to do so will NOT result in an unfavorable evaluation. As a reminder, a complete Vol III "IS" required no later than Oct 29th as part of an offerors complete proposal. NOTE: THIS NOTICE WAS NOT POSTED TO FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (20-SEP-2007). IT ACTUALLY APPEARED OR REAPPEARED ON THE FEDBIZOPPS SYSTEM ON 22-SEP-2007.
