- Amendment 1: The purpose of this amendment is to add Viscosity 22 in the description for Line Item 006 Smoke Oil, and to add; The contractor shall be reponsible for fueling the aircraft, dispensing smoke oil, and dispensing engine oil, to the statement of work. All other terms and conditions remain unchanged. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number for this procurement is FA4830-07-Q-0086 and is issued as Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-20, Defense Acquisition Circular (DAC) 91-13 correction, DFARS Change Notice (DCN) 20070906, and Air Force Acquisition Circular (AFAC) 2007-0823. This solicitation will be issued Unrestricted IAW FAR 19.502-2. The North American Industry Classification System is 334516. The small business size is 500 employees. The BID SCHEDULE shall be for: LINE ITEM 0001 QTY 4000 GALLONS: AVGAS for non-military aircraft for the 2007 Moody Airfest. LINE ITEM 0002 QTY 1EA : Labor (Fueling Personnel 96 hours) LINE ITEM 0003 QTY 1EA : Travel Expenses LINE ITEM 0004 QTY 1 EA: Delivery Tank for AVGAS Storage (96 hours) LINE ITEM 0005 QTY 1 EA: Refuler Truck (96 hours) LINE ITEM 006 QTY 33 DRUMS: Smoke Oil Shell Carnea E Viscosity 22. Scope of Work. The contractor shall provide all personnel, supervision and other items to provide Airshow refueling and other POL services for civilian aircraft during the Moody AFB Airfest. The contractor shall be reponsible for fueling the aircraft, dispensing smoke oil, and dispensing engine oil. The contractor shall perform to the standards in this SOW. 1.2 Contractor. The contractor hereby agrees to provide airshow refueling and POL services at Moody AFB, AIRFEST 2007 within the limitations as defined by the Airshow Director and USAF regulations. 1.3 Performance. Contractor shall provide airshow refueling and POL services (to include civilian smoke oil)for all civilian aircraft operations starting on (Friday) 19 Oct thru (Sunday) 21 Oct 2007 . This includes aircraft arrival on Thursday, 18 Oct 07, the Day Practice Show Friday, 19 Oct 07 and one Night Show on (Friday)19 Oct, two Day Shows (Saturday and Sunday) 20 Oct & 21 Oct 07, and departure refueling needs on Sunday 21 Oct 2007. 1.4 Compensation. The Government hereby agrees to compensate the Contractor in accordance with Wide Area Work Flow procedures. Advance payment is not authorized, nor will the Government pay a deposit. The contractor will provide all equipment (fuel truck, with appropriate certifications and licenses and qualified refuel personnel). The Contractor agrees to charge only for that fuel and oil products used and will be responsible for removing any unused fuel and oil products. Moody AFB will only be responsible for amount of AVGAS pumped. Remaining AVGAS will be removed from the base by the contractor. Unopened drums of oil will be removed by the contractor. Final disposition of oil in opened drums or cases will be at the discretion of Moody AFB. 1.5 Contractors Liability Insurance. The Contractor declares that they will maintain personal liability insurance. The contractor agrees to coordinate with Moody AFB POL flight 2Lt Brittny O?Brien 229-257-3922 to ensure all requirements are met to prior to bringing refueling equipment and product on base. All items quoted must be the exact items listed OR EQUAL. The contracting officer will determine if the quoted products are suitable substitutions making them qualify as an OR EQUAL product. DELIVERY: Shall be delivered to MOODY AFB GA 31699. FOB POINT: Destination price must include shipping. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. The following addenda is provided to this provision: Request for Quotation should be submitted and shall contain the following information: SOLICITATION NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME; ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; PRICE, ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS. Quote shall also contain all other documentation specified herein. Signed quotes must indicate quantity, unit price and total amount. Offerors that fail to furnish the required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
