Description
Questions and Answers: 1. Shall all personnel for Task A report to the Silver Spring, MD location? A: Yes 2. Can personnel for Task B work remotely, meeting on site at scheduled times with team members? A: Work remotely and meet on site at times. 3. On what vehicle is this proposal to be awarded? A: Contract will issued as an IDIQ, with Task Orders awarded as CPFF. 4. Are resumes to be included with contractor proposals? A: Yes. See solicitation Page 22. 5. Is a complete technical write up required for this solicitation? A: Yes. See solicitation Page 22. 6. Is pricing to be included in a separate volume? A: Please submit two volumes  Volume One shall be titled: Technical/Management/Personnel Approach. Volume Two shall be titled: Cost Proposal. Constraints: MS Word document and Excel Spreadsheet format. Font style is to be Times New Roman, 12 Pitch. M aximum pages  50, to include resumes/CVs. 7. Can this proposal be submitted via email in a Microsoft Word document? A: Submission can be via email to Philip.Huff@det.amedd.army.mil or Philip.Huff1@us.army.mil . If submission is via email, PDF files will be accepted. Ensure the two volumes [as stated above] are clearly identified. 8. Is a one week extension possible for this requirement? A: No extension will be granted since this is at the end of the fiscal year, which ends 30 Sep 2007. 9. Is this a RFQ or is it an RFP? A: See solicitation Block 14. It is marked RFQ. 10. If it is an RFP could you please provide the proposal format desired and how will it be evaluated? A: See solicitation Page 22. Also question 6 above and response. 11. Is this a renewal of an existing contract or is this new? A: See solicitation Page 3. 12. Are there incumbents already currently providing these services? A: See solicitation Page 3. 13. What are the education and experience requirements for the Task A Mental Health Researchers and Mental Health Trainers? A: See solicitation SOW, Pages 3-8. 14. What statistical analysis tools experience is desired in the Task B Experimental Psychologist? A: See solicitation SOW, Pages 3-8 15. Is there an more detailed SOW for Task A & B positions? A: No. 16. How will Task B hours be scheduled? Daily, weekly, monthly basis? A: Determined weekly, invoiced monthly. 17. Ref CLIN 0003 Contractor furnished ODCs. The SOW does not provide any information regarding contractor furnished equipment, supplies and other ODCs. For example: Textbooks/training materials to include binders or other supplies for the training classes Videos or video equipment for classes Renting conference facilities A: ODC CLIN is for those costs to accomplish the work described in the SOW. 18. Are all employees supporting this effort required to be U.S. citizens? Are NAC clearances required? A: Yes. 19. What is the planned duration of the contract? A: See solicitation Pages 19-21. 20. Are there personnel currently serving in this capacity? A: See solicitation Page 3. 21. Are letters of commitment required from the proposed personnel? Are representative resumes acceptable? 22. What is the anticipated percentage of travel? A: TBD after award. 23. Will Government owned equipment be provided (i.e., computers, software) A: Task A  Yes. Task B  No. 24. Will Government work space be provided or will contractor need to provide office space? A: Task A  Yes. Task B  No. 25. What is the anticipated budget for this solicitation? A: Cannot be revealed.
