Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The solicitation number is RFQ-RT-07- 00271 and the solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-20. The Environmental Protection agency (EPA) anticipates that a purchase order will be awarded as a , firm-fixed price purchase order using far FAR Part 13 Simplified Acquisition Procedures . The associated North Industry Classification System (NAICS) is 334516 and the size Standard is 500 employees. This procurement is for the acquisition of a Quantity one (1) each, Liquid-Water Isotope Analyzer (Los Gatos Research , Model Number: 908-0008-0 or Equal). Required Specification: (1) The analyzer shall give a precision better than .3 percent for delta 18/O, and better than 1.0 percent for delta D over a sampling period of 12 hours; (2) the analyzer shall be able to process samples in the 1 to 10 microliter volume range; (3) The analyzer shall be capable of analyzing 60 samples a day; (4) The analyzer shall provide control signals to, and be configurationally compatible with a CTC Analytics A 200S Autosampler: (5) The analyzer shall be capable of analyzing natural waters with a salt content less than 4 percent; (6) The analyzer shall provide data storage, and data transfer via Ethernet, RS-232 serial port, or USB port. In ASCII Text, or Excel compatible format; (7) The analyzer shall be stable (meets precision requirements listed in requirement 1) under normal room temperature fluctuations of 65 to 75 degrees F; (8) The analyzer shall operate on commercial 115 Volt, 15 amp power; (9) The analyzer shall be portable in that it shall weigh less than 50 lbs, and be able to fit upon a laboratory bench 24" x 40" length; (10) The analyzer shall be accompanied with operational and technical reference manuals: (11) The contractor shall provide a one year on-site warranty for all hardware, software, and firmware products delivered under this solicitation; (11) Delivered fob destination to Corvallis, OR 94041. The Government intends to award a single purchase order to the responsible vendor whose quotation meet all the required specifications and represents the overall best value to the Government. Quotations must include sufficient material (such as narrative technical specifications, drawings, photos, brochures, demo disks, videos, etc.) to permit the government to determine that the proposed instrument will meet the required specifications. The Government reserves the right to require additional pricing information if necessary to determine that the proposed price is reasonable. The following FAR provisions shall apply to this solicitation: 52-212-1, Instructions to Offerors--Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and -Conditions--Commercial Items.
