Description
The US Army Medical Research Acquisition Activity, on the behalf of the US Army Medical Research Institute of Infectious Diseases (USAMRIID), intends to award a modification to exercise Option Period Two of an existing contract with an increased leve l of effort (LOE). The contract supports the U.S. Army Garrison (USAG) in the development of the National Interagency Biodefense Campus (NIBC). The contract provides 1) technical support to enhance and facilitate the efforts of the U.S. Army Garrison to develop and implement an Enhanced Use Lease Project that will provide central utilities for the NIBC; 2) support to the follow-on phase of developing an Operations Requirements Document (ORD) that identifies the requirements that non- U.S. Army tenant agen cies must satisfy while operating and maintaining facilities at the NIBC; 3) technical support to enhance the efforts of the USAG to facilitate the development of the NIBC; 4) technical support to USAMRIID; and 5) a ground water supply utilization assessme nt of the NIBC. The increase to the LOE is to 1) bring the scope of Option Year Two to the LOE of the current period of performance; 2) add a within-scope task and; 3) extend the performance period to 12 months. The increased LOE to bring the scope of Option Year Two to the current LOE consists of increased support to enhance the efforts of the USAMRIID to facilitate the development of the USAMRIID replacement for decompression and expanded mission in new and existing facilities in the efforts. The tas k being added to Option Year Two is an extension of a previously completed task to evaluate existing and proposed ground water resources and the current and proposed uses of this resource to determine if there are technically and economically viable uses f or available ground water resources at the USAG within current and proposed environmental regulations. This modification is being issued in accordance with FAR 6.302. Only one responsible source and no other supplies or services will satisfy agency requ irements. Award to any other source will most likely result in unacceptable delays in fulfilling the requirements and cause substantial duplication of cost to the Government that is not expected to be recovered through competition.?? This notice of intent is not a request for competitive quotes. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available, and telephone requests will not be honored. Any response to this notice must show clear and convincing e vidence that competition would be advantageous to the Government. If no affirmative written response is received by 2:00 pm EST, 24 September 2007, the modification will be awarded without further notice. A determination by the Government not to compete this proposed modification is solely within the discretion of the Government. The point of contact for this action is mary.rico@amedd.army.mil.
