Description
PROJECT TITLE: Ground Water Treatment System LOCATION: Hawthorne, Nevada TYPE OF AWARD: This acquisition is proceeding as an Unrestricted Request for Proposal (RFP). Large businesses competing for this project must comply with the FAR 52.219-9 Small Business Subcontracting Plan, regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The recommended goals for subcontracting are: 51.2% for Small Businesses; 8.8% for Small Disadvantaged Businesses; 7.3% for Women-Owned Small Businesses; 3.1% for HUBZone Businesses; and 1.5% for Serv ice Disabled Veteran Owned Small Businesses. Estimated Cost Range is between $5,000,000 and $10,000,000 This Procurement will be conducted under FSC CODE: Y249, SIC CODE: 1629, NAICS Code: 237110. The size standard for this code is $31,000,000. JOB DESCRIPTION: The project is to construct a ground water treatment plant capable of treating arsenic and fluoride. Project includes the water supply/treatment buil ding, plant/utilities building, potable water storage tank, distribution lines, and building information systems. Supporting facilities include site utilities water, gas, electric, sewer), site improvements, roads, information systems, and antiterrorism/fo rce protection. Access for individuals with disabilities will be provided in public areas. PROPOSALS will be due on or about 06 November 2007, at 3:00 pm PST. The acquisition method is negotiated procurement. A technical and price proposal will be require d. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEG OTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: The RFP will available for download on or about 03 OCT 2007. Plans and specifications will NOT be provided in hard paper copy or CD-ROM format. The solicitation and all amendments for this acquis ition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted into the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, but text as follows: Available online via the FedTeDs (Federal Technical Da ta Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov).
