- The Government intends to solicit and negotiate with only one source, Binary Research International, Glendale, WI 53217. The procurement will be conducted on a sole source basis in accordance with the statutory authority of 10 USC 2304 ?(1) as imple mented by FAR 6.302-1.under the authority of FAR 13.106-1(b), for the purchase of 6,000 Universal Imaging Utility Government softare licenses. Restricting competition is based on this company has been granted the exclusive distribution rights in the United States and Canada for said software from the manufacturer, Big Bang LLC. The NAICS code for this is 334611 and the small business size standard is 500 employees. This sole source requirement will be procured under Simplified Acquisition Procedures and Ot her Than Full and Open Competition and awarded on an unrestricted basis. This is not a request for competitive offers and solicitation will not be issued; however any firm that believes it can meet the requirements may give written notification to the Con tracting Officer within 2 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. See numbered note 22. If no responses are received, the Government will proceed with the sole source negotiation with Binary Research International. Requirement consists of 6,000 software licenses for Univeral Imaging Utility Government . Interested companies may identify their interest and capability to respond to the requirement not later than 1 9 September 2007. A request for a copy of the solicitation will not be considered an acceptable response to this synopsis.
