- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate Request for Proposal (RFP) will not be issued. This solicitation, number 07WDC, is to be used for a Request for Quote (RFQ) only. This procurement is being solicited unrestricted. The NAICS code is 562211 and the size standard is $11.5M. Simplified Acquisition Procedures in accordance with FAR Subpart 13 apply. Requirement: The contractor shall provide all labor, facilities and equipment to dispose of waste from international flights arriving at Lackland AFB IAW the attached Statement of Work. A contract with one base year with four additional option years will be made as a result of this required quotation. FAR 52.212-2 Evaluation of Commercial Items applies-Quotes will be evaluated based on most advantageous to the Government, price, and other factors considered. The following factors are stated in relative importance and shall be used to evaluate quotes. 1. Submission of USDA Compliance Agreement 2.Price The contractor shall submit the quotation providing the price per bag received at their facility. The estimated quantity will be 270 bags per fiscal year. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-18. The Wage Determination 2005-21 Rev 3 (attached to SOW), Applicable FAR clauses may be obtained by going to http://www.farsite.hill.af.mil.
