Description
This combined synopsis/solicitation is in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The Federal Law Enforcement Training Center (FLETC) intends to award a firm-fixed purchase order for lifeguard services for four FLETC swimming pools (indoor and outdoor). The specifications for requirement are as follows: LIFEGUARD SPECIFICATIONS Activity: Provide lifeguard and services for indoor and outdoor swimming pools. Period: This specification covers the period from October 1, 2007 through September 30, 2008. Schedules: Outdoor Pool: (May - September) Monday - Friday: 4:00 PM - 7:00 PM, weekends and Government Holidays 10:00 AM - 7:00 PM. Indoor pool: (October - April) Monday - Friday 4:00 PM - 7:00 PM, weekends and Government Holidays 10:00 AM - 7:00 PM. Government Requirements: The vendor will comply with the following requirements. 1. Conduct PH and chlorine tests and maintain records of findings at least two times daily. The lifeguard will sign the test ledger before opening and closing the pool. 2. The contractor is responsible for setting up the outdoor furniture in April, cleaning the outdoor pool furniture, and placing the furniture under the shelter in October for storage during the off-season and keeping the furniture neat while placing it on the deck. 3. The contractor shall evacuate the indoor/outdoor pools during thunderstorms and the outdoor pool during high winds, gales, rains, or any other conditions which could be life threatening. 4. The contractor shall provide lifeguard personnel at least 18 years of age, YMCA or Red Cross certified, and successfully tested by FLETC Student Services Division (SVC) Personnel to meet CPR requirements. 5. The contractor shall forward documentation and/or certification of all lifeguards to the SVC prior to their assignment. 6. The contractor shall provide appropriate swim wear for lifeguards, conducive to an adult training environment, subject to approval by the Recreation Specialist, that clearly defines an on-duty lifeguard(s) status. 7. The lifeguard shall be on the lifeguard stand when people are swimming. 8. The vendor is responsible for cleaning skimmers as needed. 9. The lifeguard shall maintain a sign-in log to record the presence of all users of the indoor/outdoor pool facilities. 10. The contractor shall enforce all FLETC swimming rules and regulations. Contact FLETC Security Police for assistance as required. 11. If the pools are closed for treatment or construction the contractor will be given a 48 hour notice, and will not be paid. 12. The contractor shall ensure security and safety of all swimmers as specified in the Red Cross manual, Lifesaving, Rescue, and Water Safety. HOURS OF OPERATION Outdoor pool: (May through September) Monday through Sat. 4:00 PM - 7:00 PM Sunday and Holidays 10:00 AM - 7:00 PM Indoor pool (October - April) Monday through Sat 4:00 PM - 7:00 PM Sunday and Holidays 10:00 AM - 5:00 PM This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is set aside to small businesses. Offerors are notified that the Government can cancel this service at any time by providing 30 days written notice before the cancellation date. Each offeror is required to enter into https://orca.bpn.gov its certifications and representation required by provision FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition.
