Description
This combined synopsis/solicitation is in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. The Federal Law Enforcement Training Center (FLETC) intends to award a firm-fixed purchase order for the following: RECREATIONAL FITNESS PROGRAM SPECIFICATIONS Activity: Provide Fitness classes for the Recreation Department, Federal Law Enforcement Training Center (FLETC) students and staff. Classes will focus on the major components of fitness: aerobics, strength and flexibility. Class types: aqua aerobics, cycling, kickboxing, step-training, high/low impact aerobics, strength training and Yoga. Provide fitness classes for the Physical Fitness Coordinators Training Program (PFCTP) as arranged. Period: The period of performance is October 1, 2007 through September 30, 2008. Classes and Schedules: There will be approximately 370 evening recreation classes, 300 lunchtime recreation classes and approximately 4 PFCTP classes. The evening classes will be from 4:45 pm to 6:30 pm, Monday through Friday. The lunchtime classes will be from 11:15 am to 12:30 pm, Monday through Friday. Government Requirements: The Contractor will comply with the following requirements: 1. The Contractor must have a degree in Exercise Science or Health related field or hold ACSM, ACE or AFAA Exercise Leadership Certification. 2. Each instructor working for the Contractor must have prior experience as a fitness instructor and must hold either a degree in Exercise Science or Health related field or Exercise Leadership Certification, or show significant background in the specialty area of teaching. 3. The Contractor is required to show proof of current American Heart Association or American Red Cross CPR certification for all instructors assigned to lead sessions at the Center. 4. The Contractor agrees that official FLETC training classes have priority use of the facilities over recreation activities at all times. Every attempt will be made to minimize disruptions to the recreation sessions, however it is understood that training classes will always retain priority. This includes both lunchtime and evening recreation sessions. Disruptions may include shared use of the indoor pool, moving the location of sessions, and other unplanned issues which may arise with little or short notice. 5. Agua aerobics sessions will only be scheduled by Contractor during times that there is a Lifeguard provided for the pool. 6. All schedule changes or changes to the content or direction of the sessions must be pre-approved by the Government?s representative (Recreation Specialist). The Contractor has no authority to alter schedules or hours without prior approval. 7. The Contractor must provide a monthly recreation session schedule to the Recreation Specialist 10 working days before the start of the new month. 8. The Contractor will work with the Recreation Specialist to provide appropriate scheduling based on the needs of the students and staff. The class schedule will be based on the attendance to sessions and adjustments will be made in an attempt to provide the best service to the students and staff. 9. The Contractor will supply all music in support of the program. 10. The Government will supply a room to conduct classes in and use of the indoor pool. PTD training classes and recreation classes will not share the same exercise room unless PTD management deems the shared use of the room will not be detrimental to the training (Refer to #4 above). 11. The Government will supply all necessary equipment and supplies to support the fitness classes, with the exception of yoga mats, straps and blankets. 12. The Government will provide secure location to lock up equipment. 13. The Recreation Department will supply a safe storage for the Contractor?s equipment. 14. The Recreation Specialist has oversight responsibility for all aspects of this agreement. 15. The Government will make payments to the Contractor monthly in arrears based upon required records, which the vendor must keep. The records will be reviewed and verified by the Recreation Specialist prior to payment. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is set aside to small businesses. Offerors are notified that the Government can cancel this service at any time by providing 30 days written notice before the cancellation date. Each offeror is required to enter into https://orca.bpn.gov its certifications and representation required by provision FAR 52.212-3 - Offeror Representations and Certifications-Commercial Items. FAR Clauses 52.212-4 and 52.212-5 are applicable to this acquisition.
