- This is a combined synopsis/solicitation Notice of Intent to procure commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation proposal are not being requested and a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI7157). This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-22. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business set-aside. The North American Industry Classification system Code Number 511210 and the small business size standard in millions of dollars $23.0. The National institute of Allergy and Infectious Disease (NIAID) intends to procure FlowJo Site License for a period of one year. The site license will be used as part of the on-going mission for individual analysis of flow cytometric, normalized, and analysis software data files. This license seats 215 people, specific for NIAID personnel, permits unlimited access to the Flow Jo Flow Cytometry analysis software for all DIR personnel. The FOB point shall be destination, Rockville MD 20852. All responses shall be considered by the agency. This is a small business set-aside. The North American Industry Classification System Code Number is 511210 and the Small Business Set-Aside is $23.0. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; FAR 52.212-4 Contact Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items. A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included which can be found at online Representations and Certifications Application (ORCA) https://orca.bpn.gov/. By submission of an offer, the Offeror acknowledges the requirement that a prospective awardees will be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
