Description
The National Oceanic and Atmospheric Administration (NOAA) intends to award a firm fixed price contract. The contract will cover the Drydock Repairs of NOAA Ship GORDON GUNTER. The GORDON GUNTER is 224 feet long and its home pier is in Pascagoula, MS. Provide all labor, material and equipment necessary to perform the following (including, but not limited to): Base Items - Drydocking and Routine Drydock Work, Temporary Services, Underwater Hull Preservation and Coating, ABS Special Survey Number Four, Sea Valve Overhauls, Bow Thruster Inspection and Service, Ballast Tank 4-B-0-W Preservation, Oily Water Separator Suction Piping Renewal and Structural Repairs, Growth (estimated material and labor hours) will also be included in the solicitation, as well as the following Option Items: ABS Option Items: Special Survey No. 4, Ground Tackle Inspection, Generator, Motor Room Void Bilge Preservation, Electrical Machinery Maintenance, Switchboard Maintenance and Wet Lab and Chem Lab Window Frame Replacements. The solicitation will include a liquidated damages clause, as well as a requirement for a bid, performance and payment bonds. The performance period is estimated to be 41 calendar days, with an anticipated start date of January 10, 2008 and completion date of February 20, 2008. Anticipated award date is January 3, 2008. An earlier award, if made possible, will result in an earlier start date. The site/inspection period is October 1, 2007 through October 8, 2007 at the Singing River Island (formerly Pascagoula Naval Station) in Pascagoula, MS. Arrangement to attend the vessel shall be coordinated with the Port Engineer, George Morris at 228-769-1155 (office). This procurement is being issued on full and open competition basis. The NAIC code is 336611 for this acquisition. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15, Best Value Procedures on or about October 17, 2007 with proposals due thirty (30) calendar days thereafter. The Government anticipates awarding a contract to the contractor who represents the best overall value based on price and non-price factors with non-price factors being significantly more important than price. The RFP will be issued via electronic posting at Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specification, drawings and all subsequent amendments. The specification will be uploaded via www.eps.gov with the RFP. Prospective offerors who are interested in submitting proposal are asked to relay such intent to the below listed Contract Specialist via e-mail. Bidders must be registered with the Central Contractor Registration (CCR) at www.ccr.gov and obtain (and provide with the offer) a DUNs number.
