Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation document will not be issued. This combined synopsis/solicitation is being issued as a Request for Quotation (RFQ) AG-4310-S-07-0017. The combined synopsis/solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Circular (FAC) 2005-17. This procurement is being conducted pursuant to Federal Acquisition Regulation (FAR) 6.302-1(c), for other than full and open competition. The NAICS code for this requirement is 334220 with size standard of 750 employees. The USDA, NRCS, Athens, GA has a requirement and intends to procure the following ?brand name? equipment:: 1) BlueMAX Bluetooth capability for Configuration One Backpack, 2) Hemisphere A100Smart Antenna, 3) Single 9db power cable for item 2, 4) Magellan Mobile Mapper CX, 5) Magellan Mobile Mapper DGPS Bluetooth beacon. Pricing shall be FOB destination, with delivery within 90 days after receipt of order. Quotes will be accepted on any or all line items. Quotes are due by COB 9/20/2007. Contractor must be able to accept payment by Government Purchase Card. This contract incorporates one or more of the following clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. Also, the full text may be accessed electronically at www.arnet.gov/far/. FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52.212-2 Evaluation-Commercial Items, FAR 52.212-3 Offerors Representations and Certifications-Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following justification and approval is provided for other than full and open competition for this purchase. Agency and Contracting Activity: USDA, NRCS, Athens, Georgia proposes to enter into contract(s) on a basis other than full and open competition. Nature and/or description of action being approved: Purchase GPS equipment for the purpose of testing its capability under various landscape situations in the State of Georgia. Description of specific supplies/services: Item 1) BlueMAX Bluetooth adapter kit-configuration 1. BlueMAX adapter kit is the manufacturer?s identifier. Must connect to current configuration 1 GPS systems to allow for wireless communication with handheld devices. Items 2&3) Crescent A100 Smart Antenna and power cable, manufacturer is Hemisphere. Must be compatible with the Trimble TDS recon-400 mhz in order to meet additional requirements, must be a GPS mapping grade product, compatible with USDA Enterprise solutions, must be able to receive autonomous GPS, differential WAAS, and resolve real time solutions with 1-2 meter horizontal accuracies with high precision, multi-path technology to mitigate errors, utilize shared hardware setups and exchange accessories, be rugged and sustainable in broad environmental conditions to include vast temperature ranges, water repellent and dust proof. Items 4&5) Magellan PN 990586-01 and DGPS Beacon receiver PN 980786-01. Must be a fully integrated hand held GPS receiver with a sunlight viewable display and the capability of displaying Agency imagery, must be designed as a GPS mapping grade product, must support Agency approved software application (ESRI-ArcPad 7.0 or better) for data collection, must be compatible with USDA Enterprise solutions, must be able to receive autonomous GPS, differential WAAS, and resolve real time solutions with 1-2 meter horizontal accuracies with high precision, multi-path technology to mitigate errors, a robust external high gain antenna accessory option for challenged environments is desirable, must be able to utilize shared hardware setups and exchange accessories, be rugged and sustainable in broad environmental conditions to include vast temperature ranges, water repellent and dust proof, and must be an easy to use compact (beacon on the belt) alternative to the configuration 1 backpack unit. Statutory Authority permitting other than full and open competition: 41 USC 253(c)(1), FAR 6.302-1 ?Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements?. Efforts made to ensure offers are solicited from as many sources as practicable: posting requirements on FEDBIZOPS. Determination from Contracting Officer that costs will be fair and reasonable: Price will be negotiated and based on catalog pricing available to the general public. Description of market research and results: National experts with the Agency evaluate all equipment available for compliance with current Agency enterprise solutions and technical requirements for GPS equipment. Other facts to support use of authority: Georgia will be evaluating multiple GPS solutions that are compatible with all or most current Agency requirements listed. Reason why actions permitting full and open competition have not been developed: This is the only manufacturer of this equipment. The Government reserves the right to award multiple contracts from this RFQ. Award will be made based on best value: price, ability to meet requirements, and delivery schedule considered.
