- i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 6.302-1(c)-Brand Name, the format in Subpart 12.6 and in accordance with FAR part 13 - Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) This Solicitation HE1254-07-T-0050 is issued as a Request for Quote (RFQ) for Change Gear software and support. (iii) This Solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-20, September 6, 2007. (iv) The applicable North American Industry Classification System code is 511210 and the corresponding size standard is $23.0M. The Small Business Competitiveness Demonstration Program does not cover this procurement. (v) CLIN 0001 ChangeGear 3.0 Enterprise Suite SW Quantity 1 Each, CLIN 0002 ChangeGear Named Seat License Quantity 8 Each, CLIN 0003 Heat Helpdesk Connector Quantity 1 Each, CLIN 0004 ChangeGear Support Renewal-1 Year Quantity 1 Each, CLIN 0005 Professional Services/Getting Started Package ? 3 Days Onsite Quantity 1 Each. (vi) Brand Name Justification: Demonstration of Product?s Unique Qualifications: The SunView Change Gear software provides DoDEA with a customizable workflow process across multiple Departments for managing change on the DoDEA network. The SunView Change Gear software is ready to use out of the box and does not require classroom training to use. The SunView Change Gear software provides customizable notification rules, automated alerts about impending changes, and email templates that can be configured for individual change notifications. The SunView Change Gear software provides a unique impact analysis module to allow Change Management and IT personnel to accurately predict and quantify the impact of a change on the DoDEA network. Finally, the SunView Change Gear software has a software connector that will allow the SunView Change Gear software to connect with the HEAT ticketing system. (vii) Date(s) and place(s) of delivery and acceptance and FOB point: Delivery is 21 Days after receipt of order at FOB Destination. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1 entitled Instructions to Offerors Commercial. The following provision is being added as an Addendum: FAR 52.214-31 Facsimile Bids/Quotes. (ix) The following provision does not apply to this acquisition: FAR 52.212-2 entitled Evaluation -- Commercial Items. Award will be based on the best value to the Government, considering price and other non-price factors. (x) Offers are to include a completed copy of provision FAR 52.212-3 entitled Offeror Representations and Certifications -- Commercial Items. Also if your company is a vendor not registered to do business with the Government, check web address: and provide company?s CAGE Code with offer. (xi) The following provision does apply to this acquisition: FAR 52.212-4 entitled Contract Terms and Conditions -- Commercial Items. (xii) The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. The following FAR Clauses within the aforementioned clause are being selected as applicable: 52. 203-6, 52.219-8, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-50, 52.225-1, 52.225-13, 52.232.33. In addition the following clauses apply to this acquisition: DFARS 252.204-7004, Required Central Contractor (CCR) Registration and DFARS 252.212-7001 are applicable to this requirement.
