Description
NASA LaRC has a requirement MX4926 chopped molded and laminated carbon phenolic materials for material property and arc jet testing in support of the Orion Thermal Protection System Advanced Development Project. NASA requires MX4926 chopped molded and laminated carbon phenolic billets and full-scale compression pad parts to include: 8?x8?x3? chopped molded panels (2 each); 10?x10?x3? chopped molded panels; full-scale chopped molded compression pads; 6?x6?x3? 20? laminate panel; 10?x10?x3? 20? laminate panel; and full-scale 20? laminate compression pad. The materials must be manufactured in accordance with demonstrated process and standards to ensure high purity and quality standards; including demonstrated processes established to maximize carbon content and minimize contaminants to ensure the rayon precursor fabric has been properly carbonized, and to minimize the number of voids in the part. NASA LaRC intends to purchase the materials from American Automated Engineering Inc, Doing Business As (DBA) AAE Aerospace & Commercial Technologies, as the only responsible source and no other suppliers will satisfy this agency requirement. AAE Aerospace is the only known source with the mix of personnel, demonstrated processes, and unique equipment necessary to manufacture MX4926 chopped molded and laminated carbon phenolic materials to required quality requirements and within the Orion Thermal Protection System Advanced Development Project testing schedule. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:30 p.m. local time on Friday, September 20, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon response received to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
