- NAICS Code: 336112 4 x 4 Pick-Up Truck (Towing Vehicle) This is a combined synopsis/request for quote (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. A GSA waiver was requested and approved for this procurement. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The identifying RFQ number is RFQ-OH-07-00185. The RFQ and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 05-20. A firm fixed price purchase order is anticipated to result from the award of this RFQ. The NAICS code is 336112. Background The U.S. EPA, National Exposure Research Laboratory (NERL) in Research Triangle Park (RTP), NC needs one (1) 4 x 4 pick-up truck, to serve as a towing vehicle and as a research vehicle. This vehicle will be necessary for field-based ambient air quality research at remote sampling locations. Towing Vehicle Specifications All materials shall be new and the vehicle shall conform to all applicable requirements of the U.S. Department of Transportation (D.O.T.) and the EPA. Detailed Specifications include: (1) Minimum towing capacity shall be 12,500 lb (2) Minimum payload capacity shall be 4,000 lb (3) Vehicle towing type shall be conventional (not fifth wheel) (4) Cab type shall be crew cab (5) Split front seats (6) 6 passenger seating capacity (7) Drive train shall be four wheel drive (4 x 4) with electronic shift on the fly (8) Rear wheel type shall be dual rear wheel (9) Fuel type shall be unleaded regular gasoline (10) 30 gallon minimum fuel capacity (11) Maximum vehicle mileage shall be 500 miles (12) Transmission type shall be automatic with overdrive (13) Axle ratio shall be 4:3 (14) 4-wheel antilock braking system (15) Bed style shall be short bed (i.e., 6 feet and three-quarter inches) (16) Heavy duty suspension package (17) Steering system shall have a steering damper (18) Traction control (19) Vehicle reverse aid sensor (20) Integrated brake control for trailer (21) Integrated turn signals and clearance lights for trailer (22) 15,000 lb capacity frame mounted hitch receiver (23) Power telescoping tow mirrors (24) Spare tire and wheel locks (25) Power front and rear side windows (26) Automatic air conditioning/heating system (27) Power seating (28) Upfitter switches (4 minimum) located on instrument panel (29) Cruise control (30) Anti-theft ignition (31) Remote keyless entry (32) AM/FM radio (33) Any body color (34) Any trim level (35) All weather floor mats Documentation and Drawings The contractor shall be responsible for providing one (1) set of operating manuals for individual vehicle components or the overall vehicle. Warranty (1) Basic warranty coverage: 36,000 miles or 36 months (2) Tires: covered for defects in workmanship and materials (3) Powertrain/drivetrain: 60,000 miles or 60 months (4) Powertrain/drivetrain warranty transferable to new owner: yes (5) Roadside assistance ( towing to nearest available dealer): 36,000 miles or 36 months (6) Rust damage (holes in outer panels): 100,000 miles or 60 months (7) Emissions equipment: 50,000 miles or 60 months Delivery Date The truck shall be delivered FOB Destination to the U.S. EPA, RTP Shipping and Receiving, Durham, NC no later than 60 days after award of a purchase order. Final acceptance of the vehicle shall be made upon delivery to RTP Shipping and Receiving. The following clauses apply to this request for quote: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, (1) Technical acceptability of the 4x4 Pick-up truck (towing vehicle) offered to meet the Government's specifications and (2) Technical acceptability shall be evaluated on a pass or fail basis (with the lowest price technically acceptable receiving award). Offers shall provide descriptive technical literature and/or other documentation as necessary, to demonstrate that the enclosed trailer offered meets the minimum specifications above; FAR 52.212-3, Offeror Representations & Certifications-Commercial Items, shall be completed by offeror and submitted with quote, unless the offeror's registered with CCR; FAR 52.212-4, Contract terms & Conditions-Commercial Items; The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms & Conditions Required to Implement Statutes or Executive Orders-Commercial Items will apply, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, 52.225-3 Alt I, and 52.225-13.
