Description
The government intends to negotiate a Firm Fixed Price type purchase order for material and services in accordance with FAR part 13, in support of the Maritime Civil Affairs Group (MCAG). The materials and services are required for the implementation of a network conferencing system in the building 3542C conference room to improve communication abilities and enhance training capabilities required for the training of MCAG personnel to comply with the MCAG mission. The mission is to assess, plan and execute civil affairs (CA) activities in the maritime operational environment. The areas of expertise include traditional CA functional areas such as public education and public health, but will be focused on three maritime specific functions: commercial port operations, harbor and channel construction and maintenance, and marine and fisheries resources. MCAG forces will also serve as first responders for disaster relief operations throughout the world. A robust communication suite will be used to establish a Civil Military Operations Cell to coordinate efforts of U.S. government response, host nation forces, and non-government organizations. This is done to prevent the duplication of recovery operations. The items requested for the conference room system are BRAND NAME OR EQUAL (in accordance with FAR 52.211-6) as follows: Conference Room will have VTC with: Life-Size HD Room System - Includes HD Camera, 4 site Multipoint Upgrade and H.239 Data Sharing. SmartBoard 690 - 16:9 Interactive Whiteboard for use with front projection - 94" Diagonal 16:9 Aspect Ratio. VPL-CX63 Ceiling mounted Sony XGA LCD Projector - 3000 ANSI Lumens. 910-153-595 Converge 590 - professional conferencing system with a wired controller, mixer and 3 microphone distribution boxes. CM-01 Ceiling Mounted Microphone and 4" ceiling speaker, white grille and a 6" baffle. Custom Made Mobile Lectern including locking front door, extended work surface, slide-out keyboard/mouse tray, ultra arm monitor mount and casters. RM412A Black Box Elite Series Wall mount Cabinet - 19U. Life-Size Room Extended Warranty, Maintenance & Technical Support (3-year) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. All vendors must provide a layout drawing of the system for evaluation. The relative order of importance of the evaluation factors is set forth in descending order of importance. Technical Completion of Attachment I shall be evaluated ?PASS? OR ?FAIL? (More important than price) Price The least important, but will become more important as technical and delivery are more closely aligned. The North American Industrial Classification System (NAICS) code is 561499. NO SOLICITATION EXISTS AT THIS TIME. A complete RFQ package will be available on or about 14 SEPTEMBER 2007. A SITE VISIT IS SCHEDULED FOR 1:00 PM (EST) ON 19 SEPTEMBER 2007. Contractors are reminded to submit a technical description of items to be used to complete task in accordance with FAR 52.212-1 (b)(4). All work will be performed during normal working hours in the (Hampton Roads) Norfolk, Virginia area. The proposed RFQ N00189-07-T-0607 will be posted on or before 14 September 2007 with a response date of 24 September 2007. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available by downloading the documents at http://www.neco.navy.mil or at http://www.fedizopps.gov. This office no longer issues hardcopy solicitations. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. By submitting a proposal, the offeror will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any Federal Agency. Failure to do so may represent grounds for refusing to accept the proposal. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside of the United States. Lack of registration in the CCR database will make an offeror ineligible for award.
