Solicitation Number = N63394-07-T-0092 Description = The Contracts Department, Code 111, Naval Surface Warfare Center, Port Hueneme, California, intends to procure, on a sole source basis, and is issuing a combined synopsis/solicitation for a SOLE SOURCE procurement, for 1 each Global Positioning System (GPS) simulator, P/N NLC-LC-L12-12/NLC-CLOOP, manufactured by Navigation Laboratories Inc, Laguna Niguel, California. The unit is a 12-channel L1/L2 P Code GPS Constellation Simulator with Closed Loop operation over ethernet. The unit is capable of interfacing with Integrated Combat Systems Test Division?s (ICSTD) master Common Scenario Control Environment (CSCE) in order to simulate GPS to various combat system components at the Port Hueneme Naval Surface Warfare Center Detachment, San Diego Laboratory. This combined synopsis/solicitation is for commercial items and is prepared in accordance with the format in Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information includ ed in this notice and using the Simplified Acquisition Procedures in FAR Part 13.5. This announcement constitutes the only solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-16. Offeror must include a completed copy of the provisions at 52.212 3 (Alt I), Offeror Representations and Certifications ? Commercial Items (Mar 2005) and DFARS 252.212 7000, Offeror Representations and Certifications ? Commercial Items (Jun 2005) with offer. These can be found at http://farsite.hill.af.mil/ or http://www.arnet.gov/. The following additional FAR clauses are applicable to this acquisition and are hereby incorporated by reference, but are not limited to: 52.212 1, 52.212-4, 52.212-5 (Dev), 52.217-5, 52.217-7, 52.219 4, 52.219 8, 52.222 21, 52.222 26, 52.222 35, 52.222 36, 52.222 37, 52.225 3, 52.225 13, 52.225 15, 52.232 33; and DFARS 252.212-7001 (Dev), and 252.212 7001. Delivery sha ll be FOB Destination in accordance with FAR Clause 52.247-34. Time o f delivery shall be in accordance with offeror?s proposed best delivery schedule and be delivered within a timely manner after the order has been placed.
