Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition basis the following item: 1) "The Director" 16mm and 35mm Film Scanner System, Qty 1. This requirement is sole sourced to Lasergraphics, Inc., 20 Ada Irvine, CA 92618 as the only qualified and approved vendor to produce this system. Any firms believing that they can provide the "The Director" 16mm and 35mm Film Scanner System may submit a written response to be received at the Contracting Office no later than COB 5:00 PM PST, 5 days after the date of publication of this notice. Proposed system must be able to digitize 16mm and 35mm negative and positive classified and unclassified motion picture film to removable Raid Drives, Provide image motion files at resolutions up to 2K, Scanning system must use a CMOS-type imager for best image depth and latitude that approximates the same as film. Must also provide capability to edit and compile film files into formats that can be transferred to CD/DVD/Blu-Ray discs, as well as DVCAM and HDV format videotape. Provide capability to view and analyze video at resolutions up to 1080p on a display of 1920x1080 pixels. Provide a capability to compress film clips at multiple compression rates simultaneously for multiple disc and tape formats, as well as, smaller files for customer viewing on unclassified streaming archive site. Scanning system must be able to produce files in DPX(SMPTE 268M), 16 bit TIFF and Quick Time file formats. Provide capability for color and exposure correction after film is scanned to files. Be compatible with existing final cut studio editing/compression and DVD authoring capabilities that exist at VCO's Video Projects Group. Finally, the system must be procured as a completely integrated/tested/system package configured for Classified use, with removable drives for secure storage and workstation configured for all software and memory stored on removable external drives for security purposes. Any proposals must clearly show the firm's ability to be responsive without compromising the quality, accuracy or reliability of the "The Director" 16mm and 35mm Film Scanner System without causing programmatic hardship.
