- Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to place a delivery order under Basic Ordering Agreement N68335-04-G-0016 with McDonnell Douglas Corporation, a wholly owned subsidiary of The Boeing Company. The delivery order will be for Interim Spare and Repair Parts required to maintain the Consolidated Automated Support System (CASS) Operational Test Program Sets (OTPSs) during the interim support period. The Government intends to solicit and negotiate this requirement on a sole source basis with The Boeing Company, St. Louis, MO, under the authority of 10 USC 2304 (c ) (1) as implemented by FAR 6.302-1. The Boeing Company is the Design Activity for these OTPSs. These OTPSs are nearing the completion of the development phase. The Government has not yet taken delivery of a Technical Data Package (TDP) sufficient for competitive procurement. As such, Boeing possesses specialized knowledge of these items. Boeing is the only source capable of producing these items, without a technical data package, in the timeframe required to support initial deployment of these OTPSs. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
