- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quot es are being requested via this synopsis and a written solicitation will not be issued. Requisition Number W912HZ-07-G-0222 is being issued as a request for quotes (RFQ) with intent to award as a simplified acquisition. The solicitation document and inco rporated provision and clauses are those in effect through Federal Acquisition Circular 2005-20. This requirement is unrestricted under NAICS Code 334513. The US Army Corps of Engineers has a requirement for 3D Ground Laser Scanner / Imaging System Speci fications, 1 each 3D Ground Laser Scanner / Imaging System. System Requirements: The 3D Ground based Laser Scanner / Imaging System shall incorporate a high speed resolution laser scanner with an external calibrated color digital camera for laser based im aging and 3D measurements supporting surveying and engineering applications. The systems must be portable and operate out doors in all weather conditions. The system shall support both static data collection from a standard surveying tripod along with dyna mic data collection from a vehicle of opportunity such as a truck. The system shall communicate and integrate with an existing Applanix POS (position and orientation system) Land Vehicle (LV) navigation system. Please note that this does not specify that a n Applanix POS (position and orientation system) (LV) navigation system be delivered as part of this procurement. The system shall have an established processing workflow to deliver georeferenced laser point clouds in a variety of mapping coordinate system s such as Geographic latitude/longitude or Universal Transverse Mercator (UTM). System to Include: ? Laser Scanner ? External Color digital camera ? Two (2) licensed versions of processing software ? Training for 2 personnel ? Warranty and maintenance plan ? Other system components as specified below Performance Specifications: ? IEC and ANSI Class 1 Eye safe in all operation ? Infrared Invisible Beam ? Minimum scanner field of view of 80 degrees vertically x 360 degrees horizontally ? Measurement range capability of at least 300 meters to natural features ? Minimum accuracy of 6 mm (1 sigma) from 50 meter range ? Capable of static data collection using a standard surveying tripod with 5/8 x 11 thread ? Inclination sensors with a minimum accuracy of ?0.05 degrees (1 sigma) ? Mobile data collection and interfacing with an Applanix POS (position and orientation system) navigation system ? GPS synchronized time stamping of scan data ? 8000 Points per second data acquisition rate ? 12,000 points per second control point acquisition rate ? 12 -28 VDC Power Input Camera Specifications: ? Calibrated color digital SLR camera ? External mounting and supporting hardware ? Minimum of 10.2 megapixel camera ? Capable use with interchangeable lenses ? A minimum of at least a 20 mm lens ? USB interface ? Interface cable ? System must support higher performance camera and upgrade path for future models Peripheral Equipment, to include (at a minimum): ? Software utilization Product Demonstration: Show results of performance of system in stationary and moving applications Evaluation Criteria 1. How well the manufacturer meets the specifications in the 9 described areas. 2. Cost of the complete system. 3. Demonstrated applications of the system using the IMU specified. 4. Ruggedness and durability of the total package to work in harsh environments in the elements. 5. Packaging of the complete system including the integration of component parts. Award shall be made to the responsible offeror whose quote is determined to be Lowest Price Technically Acceptable. FAR Provision 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition. Offerors must include a completed copy o f FAR Provision 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Quotes are being accepted to the identified point of contact no later than 0700 hrs Central Time Zone on 21 September 2007. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this combined synopsis/solicitation.
