Sources Sought Description Jet Fuel Thermal Oxidation Test DESCRIPTION OF INTENT: THIS IS A SOURCES SOUGHT REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking contractors to be placed on a solicitation mailing list. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on informa tion requests. Data submitted in response to this market survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. POTENTIAL REQUIREMENT: Rock Island Arsenal is conducting a sources sought to identify companies, partnerships, universities that have developed or are in the process of developing a Jet Fuel Thermal Oxidation Tester in accordance with ASTM D3241. RATIONALE: The results of this market survey will be used to refine program planning. RESPONSES DUE: Responses to this Markey survey are requested no later than 05 October 2007. RESPONSE FORMAT(S): ELECTRONIC. Electronic responses are preferred and strongly encouraged. It is requested that electronic responses be provided in any of the following format: Microsoft Word, Microsoft Excel, and Microsoft PowerPoint. The maximum size of each email messa ge should be no more than three and one-half (3.5) megabytes. You may use multiple email messages. Is your organization a manufacturer of or conducting research and development to manufacture a Jet Fuel Thermal Oxidation Stability Test Apparatus per ASTM D3241? a). If your organization is conducting R&D on development of a JFTOT, when will it be commercially available? 2). What method(s) does your equipment use for evaluating the heater tubes? Is this method included in the purchase of your JFTOT apparatus? 3). Is your organization a manufacturer of heater tubes conforming to specifications listed in ASTM D3241? If yes, do you have a reliable source of raw materials to continue producing heater tubes? If no, where can approved heater tubes be purchased? 4). Is the JFTOT your organization manufacturers or plans to manufacture operated and controlled by Windows?-based computer? a). If no, how is your organizations instrument operated and controlled? b) Does your instrument require the use of a keyboard and mouse? c). Does your organizations JFTOT have network capability? If yes, explain what how this capability is used and can this capability be disabled and removed? d). Could your instrument transmit data to the PQAS Laboratory Information Management System (LIMS)? e). Does the instrument have a RS-232 serial port for data communication between the instrument and LIMS? If no, will your organization provide a conversion cable? f). Will the instrument employ a transmit-on-completion or a simple, query-and-respond communication method for use with the LIMS? g). Will the data being transmitted be in plain-text format (ASCII compliant)? If no, what format will be used? h). Will your organization be capable of transmitting the maximum differential pressure and tube rating to the LIMS? Would your organization be capable of sending instrument configuration to the LIMS if desired? i). Will your organization include a data output format and command list with the instrument documentation? The information should identify each field in the output record(s), legal command names, and error messages. 5). What is the footprint and weight of your organizations JFTOT? (Desired footprint for mobile lab application is 22 Wide, 23 Deep, 30 Height; 180 lbs). 6). Does your organizations apparatus include consumable supplies (for examples fuses) that must be that must be replaced? If so, please list the recommended consumables that would have to be stored. 7). In a 20 hour operational day, how many tests can your organizations instrument complete and evaluate? 8). On average, how often must the drive pump be primed? What is the proper method for priming the pump? Can the instrument automatically prime the pump? 9). Has your organization identified any limitations on the use of a JFTOT in a mobile lab application? 10). Where is your organizations JFTOT manufactured? Also, include the country of manufacture for consumable items and raw materials (ie heater tubes, drive pump, etc).
