- NOTICE OF INTENT TO AWARD SOLE SOURCE: The 3rd Contracting Squadron, Elmendorf AFB, AK intends to award a sole source purchase order to Homeland Security Consulting doing business as 5 Star Team, a women-owned small business. The requirement is for Readiness Assessment and Operational Support of the Alaska Land Mobile Radio (ALMR) system for the Alaska Shield/Northern Edge 2009 (AS/NE09) exercise. This requirement includes attending AS/NE07 planning meetings, identifying the key participants in AS/NE09, assessing the key participants level of readiness, developing a summary work breakdown structure, developing and administering an outreach communication plan, developing a concept of operations for the ALMR system for exercise and real-world events, develop and provide exercise readiness assessment templates for on-scene exercise scenarios, exercise summary, after action reporting and improvement planning. 5 Star Team is the only known company with the ability to service Alaska, which specializes in the development of tactical interoperable communications plans. This acquisition is classified under SIC 8742 and NAICS Code 54164 size standard $6M. The anticipated award date is 26 September 07. This notice is neither a request for competitive proposals nor a solicitation of offers. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
