Description
The purpose of this Request for Information (RFI) is to explore commercial/government off-the-shelf (COTS/GOTS) technologies related to aircraft cargo loading/unloading in a minimum amount of time. The system proposed should have the capability to handle a total of 18 463L pallets at one time. Through this RFI, the US Air Force Air Mobility Battlelab is requesting information concerning mature technologies that meet these requirements. This system is being evaluated as part of a C-17 pit-stop operation designed to reduce over-all ground time to quick-turn aircraft. The unit must be mobile with the capability to be moved into place behind the aircraft and allow rapid unloading of the entire cargo bay area (up to 18 pallet positions of cargo at a max pallet weight of 10,355 lbs.). Once the cargo is loaded, the unit must be able to be moved rapidly to a position 25' beyond the wingtip and be capable of rapidly transferring cargo to another cargo handling unit such as a Tunner (60K). This unit should be designed with as much automaiton as possible to move cargo on and off the unit with minimal personnel. The cargo handling unit will be required to operate in all seasonal weather conditions encountered at McGuire AFB. Reliability and maintainability are key design considerations. Other design considerations: Catwalks along the edge with removable safety rails to allow personnel to work around cargo pallets in a safe manner. Length of each segment must be capable of holding a 6 pallet position train. Adjustable height deck (at minimum the aircraft-interface area) with capability to adjust to the angle the aircraft may be parked on. Capability to spin the pallets. Cargo could be loaded long or short-wise on the aircraft. Safety devices to prevent the pallets from rolling off the deck. i.e. pallet stops. Capability to approach with an aircraft loader from minimum 3 sides. Wide enough with adjustable pallet rails to load pallets on the deck in either length. Easy to replace all weather rollers. Motorized deck to move pallets. Lighting capability for night-time ops. Under deck storage for spare equipment, tie down, shoring (wood), and maybe even some aircraft maintenance equipment (i.e. ground wires, wheel chocks, etc.) Forklift tine access to load/unload the deck. Pallet locking capability. Built with shaped metal decking to allow traction when manually pushing loads (better than non-skid paint that wears over time). Applicable safety warning devices. This Request For Information (RFI) may be followed by a request for proposal to conduct a Battlelab Concept Demonstration. All possible offerors are strongly encouraged to submit information supporting this request. GENERAL AMB INFORMATION: The United States Air Force (USAF) Air Mobility Battlelab (AMB) is the Mobility Air Forces (MAF) catalyst for innovation across the spectrum of MAF missions and skills. We capitalize on links with industry, laboratories, academia and MAF professionals, to advance the USAF distinctive capabilities of Rapid Global Mobility and Agile Combat Support. The AMB strongly encourages partnering with companies to complete demonstrations through cooperative research and development agreements (CRADAs), cooperative agreements, or bailment agreements, but does have a small budget to purchase COTS/GOTS-derived hardware. GENERAL RFI INFORMATION: The purpose of this RFI is to obtain information about market information or capabilities for planning purposes as defined in FAR 15.201(e). Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Offerors are solely responsible for all expenses associated with responding to this RFI.
