Description
The Veterans Affairs Medical Center, 1111 East End Blvd., requires renovation of the old MICU located on 5 West into a new Physician's Assembly Room (smart conference room) . Under Project Number 693-06-110, the contractor will provide all necessary supervision, labor, materials, tools and equipment to renovation the old MICU area located on 5-West of Building 1 at the DVA Medical Center, Wilkes-Barre, PA. The former ICU area, including a support room and adjacent old congregate bathroom will be totally demolished back to the building structure. This will include removal of Medical Gas systems, bed headwalls, isolation room systems, nurse call and so forth. A new Physician's Assembly room will be constructed which will include "smart conferencing" features for audio, video, and digital applications. A new HVAC system will be installed to provide conditioned air to the conference room, and a new mechanical room built to house the HVAC equipment. The new conference room will be equipped with fixed seating for 46 occupants, all new floor, wall and ceiling finishes, special lighting systems, and retractable window treatments for ease of video viewing on two large screens. Also, a "telemedicine exam room" will be constructed adjacent to the conference room, as well as a new Men's Restroom and Ladies Restroom. All work shall be performed as described in construction documents consisting of the project specifications and project drawings, and in accordance with all applicable codes and VA standards. Estimated construction cost range is between $250,000.00 and $500,000.00. Period of Performance will be 180 calendar days. SET-ASIDE INFORMATION: This solicitation will be issued pursuant to the authority of FAR 19.14, Public Law 109-461 and the Veterans Benefits Healthcare and Information Technology Act of 2006 and is a 100% Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB). Contractors eligible for an award shall be 51 % or more owned and managed by Service Disabled Veterans. Service Disabled Veterans shall control the daily operations of the firm. The firm must be SMALL under relevant North American Industrial Classification Standard (NAICS) code and the firm must be REGISTERED and CURRENT in the following websites: http://www.vip.vetbiz.gov, http://www.ccr.gov, and https://orca.bpn.gov to Offerors must ensure registrations in these websites are not expired and are correct, current and valid. The Contracting Officer is not responsible for correcting information. The Contracting Officer is not responsible for Joint Ventures. Each of the parties of firms qualifying as a joint venture under the SDVOSB program, must be a small business and, one of the parties, the managing participant, must be an SDVOSB. Further determination of whether or not the joint venture as an entity, qualifies as a small business depends on the dollar value of the award. The NAICS code for this project is 236220 and the small business size standard is $31.0 Million. Bid Bonds, Payment Bonds, and Performance Bonds will be required. The solicitation documents will not be posted on FedBizOpps website (http://www.fbo.gov ). The solicitation should be available in hard copy on or about October 1, 2007.
