- This is a Pre Solicitation Notice - The VA Midwest Healthcare Network has a requirement for providing ground ambulance services (BLS, ALS) for eligible beneficiaries from the VA Medical Center, Minneapolis, MN and Twin Ports Outpatient Clinic (TPOPC), Superior, WI. Requirement will include all labor, vehicles and materials, be fully licensed, insured, equipped and staffed to provide Ground Ambulance Services to transport scheduled (non-emergent) beneficiaries as directed. Pricing will include incidental and miscellaneous costs associated with any transport at a Base Rate, per loaded mile charge and a 15 minute wait time. Offers including options will be evaluated for technical competency, satisfactory past performance and fair and reasonable pricing. Procurement is being made in accordance with FAR Parts 12 Commercial Item and 15 Negotiated Contracts, and is issued as Unrestricted under NAICS code 621910 with a size standard of 6.5 million. The solicitation will contain requirements for a 12-month base year with two (2) 12-month options to renew. Service will begin October 1, 2007 (or date of award) through September 30, 2008 (base year). The RFP will be available on www.fedbizopps.gov under Department of Veterans Affairs. Potential offerors are encouraged to use this website to obtain a copy of the RFP in lieu of requesting a paper copy. Solicitation should be available on or before August 30, 2007.
