Description
This is a market survey for support services for the Aviation Safety Information Analysis and Sharing (ASIAS) Program. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore, any cost associated with this submission is solely at the interested vendors' expense. This requirement was previously advertised in October 2006, however, we received a very limited number of acceptable/relevant responses from SEDB and SB. At this time the nature of the competition has not been determined. Since the first market survey was released, the SOW has been revised to show emphasis on the aviation safety aspect of the requirement and the job descriptions and qualifications have been more clearly defined. Contractors interested in performing this requirement must clearly demonstrate competence to perform in both the aviation safety analysis discipline and the information technology discipline. It is anticipated that the contract will be Time and Materials - Labor Hour Type contract with fixed hourly rates for each of the labor categories. Travel and Materials will be cost-reimbursable. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. The purpose of this market survey is to solicit statements of interest and capabilities from all types of businesses to include large businesses, small businesses, service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the services required in the SOW. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists among business with the capabilities required in the SOW to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The principle North American Industry Classification System (NAICS) code for this effort is 541519, Other Computer Related Services, with a size standard of $21M. Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. In order to make this determination the FAA requires the following from interested vendors: 1. Capability Statement - This document should identify: ??? Type of services provided by your firm, ??? Size and type of services provided on previous contracts (elaborate and provide detailed information, personnel qualifications and past performance to include contract numbers and length of contract) ??? Number of years in business 2. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for accomplishing this work, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. Attached is a draft of the Statement of Work. Respondents are encouraged to review the statement of work and provide comments. All responses to this market survey must be received by 28 Sep 2007.
