Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute, Office of Acquisitions (OA) for the National Human Genome Research Institute (NHGRI) to negotiate on a sole source basis with the University of Wisconsin System 21 N Park Street, Ste 6401, Madison, WI 53715-1218 to conduct a web survey ph phyisician on genetics for the Public Health Genomics Section of NHGRI?s Social and Behavioral Research Branch. The period of performance will be for 3 months from date of award. The vendor will be responsible for: ? Participating on weekly conference calls with the research team throughout the project ? Provide feedback on recruitment materials drafted by client ? Reviewing survey instrument and provide feedback ? Work with NHGRI regarding the purchase of sampling frame of physicians board certified in internal medicine (n=3000) with few exclusionary criteria or oversampling of specific groups. ? Programming and debugging the web survey ? Sending an advance mailing via USPS first class mail to selected sample members. ? Providing all merging, printing, postage and stuffing ? Administering survey with three successive random samples of physicians ? Tracking who has completed the survey and which email addresses are invalid for subsequent contacts. ? Tracking length of time each respondent takes to complete the survey ? Drafting and reviewing recruiting emails. ? Sending initial contact plus 2-3 additional reminder emails ? Making reminder telephone calls to non-respondents before the last email solicitation ? Compiling data into data file with variable labels and value labels ? Delivering data and documentation ? Storing backup of data in UWSC archive, data security, etc. ? Providing and mailing $100 incentive checks to physicians who complete the survey ? Send regular updates on incentives to responders ? Provide documentation of incentive payment The Physicians? Understanding of Human Genetic Variation (PUHGV) project has established a scale called the Human Genetic Variation Knowledge and Beliefs (HGVB) questionnaire. It?s purpose is to measure 1)physicians? knowledge of human genetic variation 2) physicians? belief about biologic and genetic differences based upon their patients? race and ethnicity 3) physicians? use of race and ethnicity in their clinical decision-making process. The sole source determination is based upon the organization and structure of the University of Wisconsin?s Survey Center (UWSC) and its established network of physicians. The UWSC?s established network of physicians provides the means for an immediate access of physicians that will provide genetics survey data to the NHGRI. Therefore, the UWSC is the only known source that is currently able to assist the NHGRI in this survey effort at this time. An award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541990 and the Size Standard is $6.5 Million. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely with the discretion of the Government.
